Latest regulations on retail price structure of electricity

Deputy Prime Minister Bui Thanh Son has just signed Decision No. 14/2025/QD-TTg regulating the retail price structure of electricity.

According to the Decision, the retail price list structure of electricity is a table of percentage (%) of the average retail price of electricity to calculate specific retail electricity prices for each group of electricity customers.

The percentage (%) of retail electricity prices for electricity user groups compared to the average retail electricity price is adjusted according to the authority according to the regulations on the mechanism for adjusting average retail electricity prices, which is specified in detail in the Appendix issued with this Decision.

In case the electricity consumption structure changes, based on the average electricity retail price, it is adjusted according to its competence, the electricity retail price for the groups of customers using electricity is allowed to be adjusted within ± 2% compared to the ratio prescribed in the Appendix issued together with this Decision.

Retail electricity prices for electricity user groups are determined based on the average retail electricity price adjusted according to authority and the retail electricity price structure.

Retail electricity prices are regulated in detail for each group of electricity customers, including: production, business, administrative, career, and daily life.

The retail price of electricity according to voltage levels: High voltage is a rated voltage level of over 35 kV (including voltage supply of over 35 kV to less than 220 kV and 220 kV voltage supply), medium voltage is the rated voltage level of over 01 kV to 35 kV, lowering the voltage is the rated voltage level to 01 kV applied to customers using electricity for electricity purposes, business and business administration.

Retail electricity prices based on the time of electricity use per day for production and business purposes at all levels of electricity are applied to customers using electricity that meet the conditions.

Retail electricity prices for customers using electricity for domestic purposes include 5 levels of price increases to encourage the use of electricity economically and efficiently (level 1: Providing kWh to 100 - Proportion compared to the average retail electricity price adjusted according to authority (%) is 90%; Level 2: Providing kWh from 101 - 200 - 108%; Level 3: Providing kWh from 201 - 400 - 136%; Level 4: Providing kWh from 401 - 700 - 162%; Level 5: Providing kWh from 701 - 180%).

Apply the electricity price in the area connected to the national grid to customers using electricity in rural, mountainous, border and island areas that have not been connected to the national grid.

The cost difference of power units due to the application of a national unified electricity price lower than the cost of electricity production and business is included in the national general electricity price for areas where Vietnam Electricity Group sells electricity; for areas where Vietnam Electricity Group does not sell electricity, the cost difference is implemented according to the regulations of the Prime Minister.

In case the retail price of electricity has many components, it will be applied to customer groups when the technical conditions allow it to be implemented according to the regulations of the Prime Minister.
