According to information from the Ministry of Finance, in June 2025, the number of newly established enterprises will reach more than 24,400, an increase of 60.5% over the same period and twice the average of the period 2021-2024.
In July 2025, the country will have more than 16,500 new registered enterprises, bringing the total number of enterprises established in the first 7 months of the year to 107,700, an increase of 10.6% over the same period. At the same time, the number of enterprises returning to operation also increased sharply, with more than 66,300 enterprises, in July alone, it was nearly 15,000 enterprises, an increase of more than 78%.
The business household sector also recorded sudden growth. By the end of July 2025, the whole country had nearly 536,200 newly established business households, an increase of 165% over the same period last year. In July alone, there were 61,460 new households, with a total registered capital of VND 12,400 billion.
Regarding model conversion, in the first 6 months of 2025, nearly 13,700 business households paying contract tax have switched to the declaration method, and nearly 1,480 business households have converted to enterprises.
In the field of electronic invoices, nearly 56,700 business households have registered to use electronic invoices generated from cash registers, reaching more than 150% of the annual plan.
In response to positive results from the business household sector, the Ministry of Finance said it is implementing many solutions to promote the conversion to an official business model - one of the key goals of Resolution 68-NQ/TW of the Politburo.
The Ministry of Finance is directing tax authorities to guide business households to register and declare taxes, increase the application of technology to reduce the cost burden and encourage model conversion. The development and provision of free software and simple and easy-to-use declaration support tools are also being promoted, in order to facilitate business households in complying with tax obligations.
Mr. Mai Son - Deputy Director of the Tax Department (Ministry of Finance) - said that the Ministry of Finance is proposing to amend and supplement legal regulations related to households and individuals doing business in the Law on Personal Income Tax, in order to create a unified foundation between tax management and supporting production and business development. The draft is being widely consulted, in which the orientation is to simplify the declaration obligation, make costs transparent and facilitate model conversion.
"The tax industry is also proposing to divide business households according to revenue levels to have appropriate management and support mechanisms. For the group with large and stable revenue, the tax authority will encourage conversion to enterprises, along with preferential policies on tax, accounting and credit access, said Mr. Mai Son.
