According to the Hanoi People's Committee, by the end of the first quarter/2025, the total number of enterprises registered in the city is 407,798 enterprises, with 213,283 businesses operating, accounting for about 23% of the total number of enterprises operating across the country. In particular, small and medium -sized enterprises (SMEs) of Hanoi City account for 98.2% of the total number of enterprises registered to establish and create jobs for 55.1% of labor, contributing over 40% GRDP to the city.
State-owned enterprises are increasingly promoting an important role in the growth and development of the city, becoming a key force, an important driving force, contributing to increasing State budget revenue (NSNN) and creating jobs. In addition, Hanoi is currently a place with many technology startups and innovative enterprises with about 1,000 innovative startups (accounting for 26.32% of innovative enterprises nationwide), with 32 corporate nursery gardens, operating in many industries and fields (accounting for 38.1% of the total number of nursery gardens nationwide); 14 organizations providing business promotion programs (accounting for 40% nationwide).
However, employees in Hanoi in particular are also facing many difficulties. The number of enterprises leaving or temporarily leaving the market increased by an average of 24.29%/year - much higher than the increase in the total number of newly registered and returning to operation enterprises (7.02%/year).
The rate of enterprises leaving or temporarily leaving the market out of the total number of newly registered and returning to operation also increased quite high (from 29.44% in 2019 to 58.79% in 2023), therefore, the proportion of production and business revenue in total domestic revenue decreased (from 50.78% in 2019 decreased to 44.75% in 2023).
Therefore, the Resolution regulating a number of policies, contents and spending levels to support small and medium enterprises in Hanoi in the period of 2026-2030 is designed to issue a special mechanism for the city in supporting key groups of enterprises, to create development momentum, contributing to the minimum growth rate of 10% of GRDP in the period of 2026-2030.
According to the draft resolution, the Hanoi City Budget supports 100% of the costs of implementing the following activities: Building, upgrading and annually operating the AI-inter integrated enterprise support management system; developing a set of criteria to evaluate the work of supporting enterprises in Hanoi; providing information and updating data to the annual enterprise support management system.
The Hanoi City budget supports 100% of the cost of organizing training courses and capacity building for public sector human resources participating in supporting employees; supporting the value of specialized consulting contracts but not exceeding 300 million VND/enterprise/year.
