Removing some of the shortcomings of the electricity industry in recent times
The decrees focused on at the conference include: Decree No. 80/2024/ND-CP regulating the mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users (DPPA Mechanism); Decree No. 115/2024/ND-CP detailing a number of articles and measures to implement the Law on Bidding on selecting investors to implement investment projects using land; and Decree No. 135/2024/ND-CP regulating the mechanism and policies to encourage the development of self-produced and self-consumed rooftop solar power.
Mr. Trinh Quoc Vu, Deputy Director of the Electricity Regulatory Authority, emphasized that these are important and breakthrough legal documents, mechanisms and policies to resolve some of the shortcomings of the electricity industry in recent times; they have been issued by the Government in a timely manner to contribute to promoting and attracting investment in renewable energy development, thereby contributing to achieving the goals of energy transition and sustainable development of Vietnam in the context of increasing demand for green and clean energy, and stricter requirements on the development of a carbon-neutral circular economy, environmental protection and sustainable development.
According to Mr. Trinh Quoc Vu, the issuance of these 3 decrees are important mechanisms and policies to: Promote investment in the renewable energy sector, especially solar power and wind power; Strengthen cooperation mechanisms between power generation units and large customers, creating a foundation for the development of a competitive electricity market mechanism; Ensure transparency and efficiency in selecting investors for investment projects using land, contributing to economic and social development, especially in key localities.
The conference was held with the aim of helping localities, organizations and businesses better understand the new regulations, thereby effectively implementing them in each locality.
Incorporate renewable energy projects into local development plans
To ensure sufficient electricity supply for the country's development in the new era, Mr. Trinh Quoc Vu, Deputy Director of the Electricity Regulatory Authority, emphasized the key tasks to effectively implement the above three decrees.
The Ministry of Industry and Trade has requested localities, Vietnam Electricity Group, Associations, enterprises and functional units under the Ministry of Industry and Trade to focus on organizing the implementation of the contents stipulated in the 3 decrees.
For local People's Committees and departments, sectors and branches, actively guide and coordinate the implementation of the provisions of the decrees to ensure consistency in local regulations, avoid overlap or cause difficulties for investors; Promote the inclusion of renewable energy projects in local socio-economic development plans, contributing to creating conditions for sustainable development.
For Vietnam Electricity Group (EVN) and Power Generation Corporations, renewable energy generation units need to closely coordinate with renewable energy generation units to ensure the system operates safely and stably, in line with the goal of developing renewable energy; Proactively build and provide solutions and tools to support large electricity users, ensuring transparency and convenience in transactions.
For associations and businesses, promote the role of connecting and supporting businesses with management agencies, and proactively propose solutions to remove difficulties in the process of implementing new regulations; Focus on investing in renewable energy projects, taking advantage of opportunities from the Government's incentive policies.
For functional units under the Ministry of Industry and Trade, continue to strengthen inspection and supervision of implementation in localities and related units to ensure consistency and effectiveness in implementation...
