On December 28, attending and giving a speech at the conference to review the work of 2024 and deploy the work of 2025 of the Ministry of Planning and Investment, Prime Minister Pham Minh Chinh emphasized that in all stages of the country, from the resistance war, national construction to the cause of Renovation and international integration, over nearly 80 years of formation and development, the planning - investment and statistics sector has always excellently fulfilled its mission of advising the Party, State and Government, affirming its pioneering role in the cause of national construction.
Through that, the team of cadres, experts, civil servants, public employees and workers of the industry over the years have continuously grown and developed, making important contributions to the socio-economic development of the country.
2024 is a year in which the world situation continues to evolve rapidly, complexly, and unpredictably. In particular, we must always stay close to reality and respond flexibly, promptly, and effectively with policies.
In 2024, we will maintain macroeconomic stability, control inflation, ensure major balances, and state budget revenue; ensure budget deficit, public debt, foreign debt, and government debt are under control at acceptable levels; maintain a healthy investment and business environment, attract good investment capital; stabilize society, contribute to strengthening national defense and security potential; create an environment of peace, cooperation, and development.
The Prime Minister pointed out that these general results have very important and effective contributions from the planning and investment sector, notably: Well performing the role of a strategic-level advisory agency, focal agency, and coordinating macroeconomic management; institutions, mechanisms and policies on economic management continue to be focused on perfecting, amending and supplementing; planning work is focused on implementation, basically meeting progress and quality; disbursement of public investment capital is implemented more drastically, effectively and focused; actively contributing to improving the investment and business environment, developing enterprises and attracting foreign investment; startups and innovation have developed strongly.
In the coming time, the Prime Minister noted that we must not be passive or surprised about strategy; mobilize resources more strongly for national development; mobilize national strength and the strength of the times, identify distinct potentials, outstanding opportunities, and competitive advantages to follow world trends; coordinate more closely and better between ministries and branches, strengthen decentralization and delegation of power, resolutely eliminate the request-grant mechanism; create development space for people and businesses, especially private businesses.
Central resources prioritize investment in strategic infrastructure connecting the country and the world, using public investment to lead private investment, activating all resources for development; local resources take care of localities, avoiding a scattered mindset.
Streamlining the apparatus, improving the quality of staff
At the Conference, Prime Minister Pham Minh Chinh stated that we are currently streamlining the payroll with the spirit of reviewing, not omitting functions, tasks, powers, and not overlapping; ensuring a streamlined structure and organization, and improving the quality of the team of civil servants and public employees.
"The Party has directed, the Government has agreed, the National Assembly has agreed, the people support, the Fatherland expects, so we only need to discuss action, not retreat" - the Prime Minister emphasized.
The Prime Minister stated that we are focusing on summarizing Resolution No. 18-NQ/TW and promoting the organization of the apparatus to be "streamlined - strong - efficient - effective - efficient".
The Ministry of Planning and Investment will be merged with the Ministry of Finance but without eliminating any functions, but will increase effectiveness and efficiency, while reducing focal points, reducing intermediaries, reducing staff, and improving the quality of civil servants and public employees.
All mechanisms, policies and management must be aimed at the people at the grassroots level, with the people as the center and subject. At this time, it is also an opportunity for young cadres, civil servants and public employees to be strengthened with training at the grassroots level.
