The Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government (the Steering Committee of the Government) has issued Document No. 35/CV-BCDTKNQ18 on completing the plan to arrange and streamline the organizational apparatus.
For ministries and ministerial-level agencies implementing plans to merge, consolidate, receive functions, tasks, organize the apparatus, arrange and streamline the apparatus, on the basis of the plan to arrange and streamline the apparatus of the Government, the Government Party Personnel Committee reports to the Politburo, the Central Steering Committee, and the Steering Committee of the Government, assigning responsibilities to ministries and ministerial-level agencies to perform a number of specific tasks.
In particular, the task is to complete the development of the Decision regulating the functions, tasks, powers and organization of internal organizations and units, as a basis for arranging civil servants, public employees and arranging leadership and management positions according to the guidance of the Ministry of Home Affairs in Document No. 7968/BNV-CCVC dated December 8, 2024.
In document No. 7968/BNV-CCVC, the Ministry of Home Affairs requested ministries, branches and localities to pay attention to a number of contents related to the arrangement and organization of cadres, civil servants, public employees and people working under labor contracts (hereinafter referred to as CBCCVC) when developing a project to reorganize the administrative apparatus.
The document states that the arrangement and reorganization of personnel is linked to the streamlining of staff and restructuring of the staff of each agency, organization and unit; reviewing and evaluating the quality of the staff based on the requirements of the job positions at the new agency, organization and unit to carry out the arrangement and reorganization of personnel, streamlining of staff and restructuring of the staff.
The selection, arrangement and assignment of leaders and managers must be based on their capacity, strengths, reputation, work experience and specific work product results in accordance with the functions and tasks of the new organization, especially for the head.
At the same time, it is necessary to ensure the title standards according to the Party's regulations and the law, associated with the Party Committee's structure and planning to well prepare for the personnel work of Party Congresses at all levels towards the 14th National Congress of the Party.
Notably, the Ministry of Home Affairs stated that ministries, branches and localities must pay attention to and fully and promptly implement the regimes and policies for civil servants and public employees according to the Government's regulations and the regulations of ministries, branches and localities, ensuring that after 5 years, the arrangement of redundant civil servants and public employees must be completed and the management and use of payroll must be implemented according to the general requirements of the Politburo at the newly established agencies, organizations and units after the arrangement (from the date the competent authority approves the Project).
