Many localities propose not to reduce staff to equalize

Dak Lak, Ha Giang, Ha Tinh provinces and Voice of Vietnam recently proposed not to apply the policy of streamlining the payroll towards equalization.

In response to the above proposals from a number of units and localities, the Ministry of Home Affairs clearly stated that streamlining the payroll associated with rearranging the organizational apparatus, restructuring and evaluating the performance of the staff, civil servants and public employees is a major policy of the Party, National Assembly and Government.

According to the conclusion of the Politburo, all agencies, organizations and units in the political system must implement and ensure that in the 2022-2026 period, they reduce at least 5% of the civil servant payroll and 10% of the career payroll receiving salaries from the state budget compared to 2021 (excluding career payroll receiving salaries from career revenue sources) according to Conclusion No. 28-KL/TW and Conclusion No. 40-KL/TW of the Politburo.

At the same time, the Politburo issued Decision No. 72-QD/TW approving the payroll of civil servants and public employees receiving salaries from the state budget until the end of 2026 for each locality.

Decision No. 73-QD/TW approving the payroll of civil servants and public employees receiving salaries from the state budget until the end of 2026 for each central ministry and branch (including Voice of Vietnam).

Therefore, the Ministry of Home Affairs requests units and localities to properly implement the Party's policies.

Regarding the education career establishment, in the period of 2015-2021, localities have proactively allocated and adjusted the career establishment quota receiving salaries from the state budget among the fields within the total number of assigned establishments. Ensuring both the implementation of the policy of streamlining the establishment and the arrangement of sufficient establishments to meet the requirements of each stage.

The Ministry of Home Affairs said that the results of streamlining the payroll through the synthesis of reports from localities showed that in the period 2015-2021, the payroll of education career staff receiving salaries from the local state budget decreased by 5.5% compared to 2015 (lower than the general rate of the whole country).

In the 2022-2026 period, to ensure the principle of "where there are students, there must be teachers in the classroom" and to immediately overcome the shortage of teachers, the Ministry of Home Affairs has consulted and reported to the Government Party Committee to submit to the Politburo to supplement 65,980 teacher positions for localities.

At the same time, advise and submit to the Government to issue Decree No. 111/2022/ND-CP, which is an important solution to promptly supplement human resources for the education sector in the context of implementing the Politburo's policy of streamlining the payroll.

To meet the demand for teachers in the context of increasing student numbers, localities need to implement synchronous solutions, including: Reviewing and rearranging the structure of schools and classes, ensuring the number of students per class according to regulations, suitable to the reality of each region and locality. Restructuring and rationally arranging the team to solve the situation of both surplus and shortage of teachers in a locality.

Implement solutions to overcome the shortage of teacher recruitment resources. Promote autonomy of public service units in regions, areas, and fields with conditions.

From there, restructure the number of employees in the direction of reducing the number of employees receiving salaries from the state budget and increasing the number of employees receiving salaries from career revenue sources in accordance with the level of financial autonomy as required in Resolution No. 75/2022/QH15 of the National Assembly.

This is to balance the payroll quota from the state budget for the education sector and to implement the goal of streamlining the payroll as required.
