Based on Article 19 of Circular 15/2024/TT-NHNN amended by Article 7 of Circular 30/2025/TT-NHNN stipulates as follows:
Article 19. Responsibilities of payment service providers
3a. Payment service providers are responsible for checking and controlling legal and valid payment orders, ensuring that the correct payment account number and payment account name are shown in the agreement to open and use the customer's payment account when carrying out payment transactions and fully displayed on payment documents.
8. Payment service providers are responsible for applying measures and solutions to ensure the correct inspection and comparison of customer verification information that has been accurately verified as issued by the Police agency or through electronic identification account verification of that person created by the Electronic Identification and Verification System during payment transactions.
Article 12 of Circular 30/2025/TT-NHNN on the Implementation Clause also clearly stipulates the time of application:
This Circular takes effect from November 18, 2025, except for the provisions of Clause 2 of this Article.
Clause 5, Article 7 of this Circular takes effect from April 1, 2026.
Abolishing Clause 2, Article 17 of Circular No. 41/2024/TT-NHNN dated July 17, 2024 of the Governor of the State Bank of Vietnam stipulating the supervision and implementation of supervision of important payment systems and payment intermediary service provision activities.
Thus, Circular 30/2025/TT-NHNN requires banks to ensure that the payment account number and payment account name are correctly displayed in accordance with the agreement to open and use the customer's account when making transactions and must be fully displayed on the payment voucher.
The regulation takes effect from April 1, 2026, meaning that after this time, banks will have to terminate the service allowing customers to give nicknames to accounts to replace real names on ID cards/citizen ID cards,... and original account numbers.
This regulation does not affect the customer's account number, balance or account usage rights. However, users are recommended to check and update receipt information on related platforms, partners or applications to avoid transaction interruptions after April 1, 2026.
In addition, the payment service provider is responsible for applying measures and solutions to ensure the correct inspection and comparison of customer verification information that has been accurately verified as issued by the Police agency or through the verification of the electronic identification account of that person created by the Electronic Identification and Verification System during the payment transaction.
