"Preparations for negotiations are ready, in the spirit of having immediate exchanges when meeting with trade partners. This morning, when discussing with Deputy Minister of Finance Nguyen Duc Chi, the two sides were ready with implementation and coordination plans.
To negotiate with the US, it will not be the matter of just one ministry or branch but it will require the coordination of many different ministries and branches. Vietnam's consistent policy is to diversify the market, "enever leave an entire basket" even in investment" - Deputy Minister Nhat Tan said.
Also at the press conference, Mr. Ta Hoang Linh - Director of the Department of Foreign Market Development, Ministry of Industry and Trade said that Vietnam is very concerned about the above decision of the US. Vietnam is a country that has always persistently and consistently supported the multilateral trading system, based on rules, with the WTO playing a central role, to promote trade and investment, while effectively responding to global challenges.
"The Ministry of Industry and Trade hopes that the US will conduct fair trade, expand opportunities for discussion and cooperation to be more closely linked to jointly move towards a framework for economic and trade cooperation to ensure tax benefits, open up markets for goods and services, remove trade barriers... in line with the interests of both countries" - Mr. Ta Hoang Linh emphasized.
Also according to Director Ta Hoang Linh, on the morning of April 3, after the US announced the tax, Minister of Industry and Trade Nguyen Hong Dien issued an official dispatch requesting the US side to temporarily postpone the above tax decision to spend time discussing and finding reasonable solutions for both sides.
Currently, the Ministry of Industry and Trade is arranging a phone call at the ministerial and technical levels with the US Trade Representative Agency (USTR) and the US Department of Commerce as soon as possible.
In the coming time, through the policy dialogue mechanism of the Vietnam -US Trade and Investment Council (TIFA), the Ministry of Industry and Trade will coordinate with relevant ministries to maintain close exchange with American partners, coordinate with the United States to handle problems in bilateral economic and trade relations, as well as study appropriate economic and commercial cooperation frames in the new situation of business community benefits.
In recent times, the Government and ministries and branches of Vietnam have organized meetings, listening to opinions and handling a series of difficulties and problems, approving a number of investment projects of large US corporations and enterprises in Vietnam to promulgate Decree 73/2025/ND-CP amending and supplementing the preferential import tax rate of some items, thereby facilitating the market to access the US products; Strengthen management, inspection and supervision of the issuance of certificates of origin (C/O) to minimize the risk of illegal transfer.
At the same time, the Government and ministries and branches also widely collected opinions on the draft Decree on strategic trade control; answered and handled concerns raised by the US Trade Representative Agency (USTR) in 6 specific areas that the US is interested in: Market access; agriculture; tax evasion prevention against dumping and subsidy; intellectual property, digital trade; investment; labor.
