In the afternoon of April 9, the Ministry of Industry and Trade held a regular press conference for the first quarter of 2026. Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan chaired the press conference.
Regarding the early deployment of E10 bio-gasoline, Mr. Dao Duy Anh - Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade) said that in March 2026, the Prime Minister issued Directive No. 09 on energy saving and accelerating the roadmap for using biofuels. In which, the Ministry of Industry and Trade is assigned to consider converting mineral gasoline to using E10 bio-gasoline in April 2026.
Implementing this direction, the Ministry of Industry and Trade has requested key traders to report on the level of readiness in switching to biofuel. On March 26, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan also chaired a working conference with relevant ministries and sectors, key traders, the Biofuel Association and the Vietnam Petroleum Association.
From information sources, we see three factors that allow the early deployment of E10 bio-gasoline: Supply; legal and infrastructure conditions; the readiness of businesses in the distribution to consumers stage, that is, the gas station system.
Regarding the third factor, gas stations directly under major wholesale traders such as Petrolimex, PVOIL and businesses with large market shares have basically been prepared. This program has been implemented and prepared since the end of 2024. According to the roadmap in Circular 50, businesses have about one and a half years to prepare infrastructure," Mr. Duy Anh said.

However, according to Mr. Dao Duy Anh, there are still some small-scale businesses and gas stations facing difficulties in preparing infrastructure, such as washing tanks, investing in equipment for distribution. At working sessions, we have recommended that units should accelerate the process of preparing infrastructure to serve the conversion to E10 bio-gasoline. At the same time, the Ministry of Industry and Trade has submitted a Submission dated April 1, 2026, reporting to the Prime Minister on the conditions and possibilities for deploying E10 gasoline in April 2026.
In this submission, we also propose specific solutions. If those solutions are implemented synchronously, it is entirely possible to deploy the distribution of E10 gasoline in April 2026" - Mr. Duy Anh said.
