Handling violations of construction order after reflection from Lao Dong Newspaper
Hanoi City People's Committee has just issued Document No. 3843/UBND-KT signed by Mr. Nguyen Xuan Luu - Vice Chairman of Hanoi City People's Committee, sent to departments: Industry and Trade, Finance, Planning - Architecture, Construction, Agriculture and Environment; Hanoi City Police; Hanoi City Inspectorate; People's Committees of Hoang Mai and Yen So wards on handling existing issues at Yen So spontaneous fish market and violations at the project of So Thuong General Agricultural and Commercial Service Cooperative.
According to the document, the Hanoi City People's Committee received Report No. 796/BC-CAHN-ANKT dated July 27, 2026 of the Hanoi City Police on the violation situation at the Office Project, Transaction, Product Introduction and Warehouse of the Department of Agricultural Service and General Trade Cooperative.
Regarding this matter, the Hanoi City People's Committee has the following directions: Assign the Department of Industry and Trade to study the content of the report and proposals of the Hanoi City Police; preside over and coordinate with the Hanoi City Police, Hanoi City Inspectorate, departments: Finance, Planning - Architecture, Construction, Agriculture and Environment; People's Committees of Hoang Mai and Yen So wards and relevant units to agree on solutions to the following contents:
Location, roadmap for relocation and clearance of Yen So spontaneous fish market, associated with the progress of the Project on Construction and management, exploitation of Yen So fish market in Yen So ward of So Thuong General Agricultural and Commercial Service Cooperative.
Handling violations of construction order at the land area of the Office project, transactions, product introduction and warehouse of So Thuong General Agricultural and Commercial Service Cooperative at alley 80 Do Muoi street, Hoang Mai ward.
Complete the above contents, report to the Hanoi City People's Committee on the implementation results in August 2026.
Do not move small traders from one violating area to another violating place
Talking to Lao Dong Newspaper, Mr. Vu The Khoan - Head of the Economic, Infrastructure and Urban Department of Hoang Mai ward - said that in essence, the Office project for working, transacting, introducing products and warehouses of the So Thuong General Agricultural and Commercial Service Cooperative is facing violations.
Therefore, the Hanoi City People's Committee has requested relevant departments and agencies to guide Ms. Nguyen Thi Ten - Director of the Department of Agricultural Service and General Trading Cooperative to carry out project adjustment procedures in accordance with the law.
The point of view is not to transfer small traders from a market area that is violating to another area that is also violating. That is not correct and we have a clear report on this issue.
Therefore, the city has issued a document requesting guidance for the Sở Thượng General Agricultural and Commercial Service Cooperative to complete procedures in accordance with legal regulations. The business area must ensure full legality so that small traders can switch to business and trading; no one moves to a place where there are violations," Mr. Vu The Khoan said.
Previously, when Lao Dong Newspaper published a series of articles "Transforming a seafood display area into a fish market in Hanoi", reflecting the situation that Seafood Display Area 2 in So Thuong (Hoang Mai ward) does not have a market business function but is still leased to small traders to trade seafood, the Hanoi Department of Industry and Trade responded to this issue.
According to Document No. 3888/SCT-QLTM sent to Lao Dong Newspaper regarding the provision of information related to the Thuong Department of Agricultural and General Trading Service Cooperative, the Hanoi Department of Industry and Trade said: This unit has chaired and coordinated with city departments and local authorities to inspect the current situation, record, evaluate and report to the City People's Committee according to regulations.
From the results of actual inspection, it shows that Yen So spontaneous fish market has 4/5 bottlenecks that need to be resolved promptly: Traffic congestion, urban order, environmental sanitation, food safety. The clearance of Yen So spontaneous fish market must be promptly implemented in accordance with the policy and direction of the City People's Committee.
When proceeding to clear spontaneous fish markets, there must be solutions to organize and arrange reasonable trading points, ensuring stable people's lives, not interrupting livelihoods and people's needs, not affecting the purchase and supply of essential food of the People; creating favorable conditions for small traders and sellers to move from "makeshift markets" and spontaneous business points to people's markets and managed business points.
