The Tax Department has just issued Official Dispatch No. 71/CD-CT on strengthening support for businesses and business households to register and use electronic invoices generated from cash registers.
According to the content of the dispatch, in recent times, implementing the Government's regulations in Decree No. 70/2025/ND-CP, the Tax sector has been urgently and actively implementing synchronous propaganda and support solutions, organizing direct guidance, going to business addresses for training, accompanying taxpayers in registering and using electronic invoices generated from cash registers. The goal is to ensure that taxpayers properly and fully comply with legal regulations on taxes and invoices.
In order for all taxpayers to clearly understand the benefits and fully comply with the regulations on electronic invoices generated from cash registers, the Director of the Tax Department requested the Heads of the Regional Tax Departments to urgently carry out a number of key tasks.
First of all, promote the operation of the Steering Committee to deploy electronic invoices from the cash register, ensure the full and timely implementation of the instructions of the Tax Department. This board is responsible for comprehensive direction of implementation in the area; monitor and count daily and weekly results; promptly grasp obstacles and difficulties in the implementation process, ensure efficiency and essence and complete 100% of taxpayers subject to mandatory.
At the same time, immediately establish Standing Teams to deploy electronic invoices from cash registers. The team is led by a leader of a tax authority, with the participation of leaders of departments for Business Management and Support; Department of Personal Tax, Business Household and Other Collections; leaders of the District Tax Team and civil servants of related departments and teams. In addition, the Tax Teams need to establish a Standing Group to directly propagate and support each taxpayer, especially households and individuals doing business in the area.
From now until 100% of the target is completed, the Head of the Department is responsible for arranging all specialized civil servants. At the same time, it is necessary to publicize the list of civil servants managing related departments along with contact information; maintain continuous and regular operations, including holidays, to promptly support taxpayers and consumers to clearly understand legal regulations and sanctions on taxes and invoices.
Continue to coordinate with accounting software, sales, and electronic invoice providers to organize centralized guidance conferences or go to business addresses for direct support. Especially prioritize households and individuals doing business in the fields of retail, food, accommodation... so that they can operate and use electronic invoices from cash registers in accordance with regulations.
The Steering Committee at the Sub -Departments should coordinate closely and regularly with state management agencies in the area; Take advantage of the direction of People's Committees at all levels to promote the implementation of electronic invoices from the cash register. At the same time, promptly grasp the difficulties and problems arising, reporting and proposing the People's Committee of the province, city and the Tax Department to be guided, removed and ensured the completion of the assigned tasks.
The Tax Department requires the Departments and units under the Tax Department such as: Tax Affairs; International policies and taxes; Technology, digital transformation and automation; Compliance management and support for taxpayers and related units to regularly coordinate and promptly support the Regional Tax Departments in the process of implementing tasks, while ensuring a stable and smooth operation of the information technology infrastructure system.
