At the interpretation meeting organized by the Standing Committee of Hanoi City People's Council on the morning of 4.6, Mr. Nguyen Phi Thuong - Director of Hanoi Department of Construction - said that up to the first quarter of 2025, the city has completed the renovation and construction of 70 parks, flower gardens, reaching 140% of the program target No. 03 -CTr/TU assigned by the City Party Committee. Which includes 4 projects with long existence such as CV1, Phung Khoang, Astronomy, Music.
Notably, parks in Long Bien district such as Long Bien, Lam Ha and Ngoc Thuy have completed renovation, new construction and put into use from the district budget.
According to Mr. Nguyen Phi Thuong, the selection of units to manage and maintain parks and trees is carried out in accordance with Decree No. 32/2019/ND-CP dated April 10, 2019 of the Government and Decision No. 31/2020/QD-UBND dated November 30, 2020 of the Hanoi People's Committee on regulations on assigning tasks, placing orders or bidding for the supply of public products and services using the state budget from regular expenditure funds.
Currently, all parks and flower gardens in districts, towns and cities have selected management units and maintained them under the bidding method. Thong Nhat Park (managed by Hai Ba Trung District People's Committee) and Thu Le Park (managed by the Department of Construction) are currently being implemented by yearly ordering method with 2 units: Thong Nhat Park LLC and Hanoi Zoo LLC.
In the 2021-2025 period, in addition to renovation and new construction, the Hanoi People's Committee also directed the inspection, examination, handling of violations and removing existing problems and obstacles in the field of parks and flower gardens.
The Capital Youth Park has many long -lasting violations related to the construction order and use of public land. Although in the previous stages, the authorities at all levels have organized many inspections, examination and handling of violations, but not thoroughly, affecting the landscape, urban order and creating frustration in public opinion. Under the close guidance of the Hanoi People's Committee, up to now, the authorities have completed the handling of violations for 9/14 works and items; The People's Committee of Hai Ba Trung District is continuing to handle 3 works (Temple of risk, swimming pool, 7 households re -encroaching after land clearance); At the same time, handling and dismantling of 1 project (Cung Xuan) and developing a solution for 1 project (basement of 1,500 -seat stadium) using the wrong function.
The People's Committee of Hai Ba Trung District is coordinating with the Department of Finance in the settlement of the projects invested to prepare to receive and hand over the service works. At the same time, the City People's Committee has also assigned the District People's Committee to continue researching and adjusting the detailed planning of 1/500 scale of the Capital Youth Park, as a basis for the implementation of the overall renovation of the park.
Along with the Capital Youth Park, Thien Van Hoc Park - a project under the Duong Noi Urban Area Construction Investment Project invested by Nam Cuong Group Joint Stock Company - also had some violations during the implementation process. Although the main items have been basically completed since 2020, they have not been handed over and put into use yet. Faced with this situation, the City People's Committee has held many meetings and issued 2 notices of conclusions on remediation and handling.
Currently, Thien Van Hoc Park has been temporarily handed over by the investor to the People's Committee of Ha Dong District for use. The process of completing documents to serve the official handover and receipt is being coordinated by the investor and Ha Dong district.
Ho Phung Khoang Park is a project approved by the City People's Committee in Decision No. 2580/QD-UBND dated December 15, 2008, started construction in 2016 and was adjusted in Decision No. 3162/QD-UBND dated August 31, 2022, with expected completion schedule in the fourth quarter IV/2024. However, the project implementation process has many difficulties. Thanks to the fierce direction of the Hanoi People's Committee, on January 15, 2025, Phung Khoang Ho Park was basically completed and temporarily handed over to the People's Committee of Nam Tu Liem District to open the door to serve the people.
