Speaking at the workshop on the work of reorganizing the tax sector, held on June 2-3, 2025 in Bac Giang province, Deputy Director of the Tax Department Vu Chi Hung emphasized that the core goal is to build a streamlined, modern, effective and favorable organizational model for taxpayers.
According to Mr. Vu Chi Hung: "Recently, the tax industry has strongly implemented the policy of reforming the apparatus towards modernization and technology application. On the basis of the advisory of the Tax Department, the Ministry of Finance has directed the reorganization of the tax system from the central to local levels, ensuring streamlining units, improving working efficiency, and does not interrupt professional activities."
Up to now, the entire sector has converted the management model from 20 Regional Tax Departments to 34 Provincial and Municipal Tax Departments; at the same time, 350 District Tax Teams have been reorganized into 350 Grassroots Tax Departments by commune. Changing the organizational model means rearranging functions, tasks and assigning personnel in accordance with reality, the requirements of digital transformation and the increasingly complex pressure of tax management.
However, the implementation process also encountered new challenges when many specialized laws such as tax administration laws, inspection laws, local government organizations ... have been amended and supplemented. At the same time, the implementation of a two -level local government model in some areas requires a review and adjustment of the tax organization in a synchronous and consistent manner with the new mechanism.
At the seminar, the delegates focused on discussing the five major content: Assessing the impact of decentralization and decentralization in the new model; Review the organizational structure after arrangement - in which many new units have been established or consolidated, integrating the function of inspection, internal examination, handling complaints and denunciations; studying the ability to maintain the "one -stop" department to serve taxpayers under the condition of reorganizing the apparatus; Effective analysis of a new management model shifts from "Functional management" to "Management by object"; And finally, assessing the conformity of the organization of the grassroots tax - the unit directly managed by the commune.
To ensure in-depth discussion, the workshop was divided into 7 thematic groups, focusing on the following areas: legal policies; tax professional processes; collection from individuals and business households; land collection management; support for businesses; organizing cadres inspecting, checking; and finance assets basic construction. The groups coordinate with the Secretariat to complete the draft functions and tasks of each unit under and directly under the Tax Department.
At the end of the workshop, Mr. Vu Chi Hung hoped that the proposed proposals and comments would help the Tax sector perfect an organizational model suitable to the context of digital transformation, build a modern and transparent tax system, and focus on taxpayers.
