The project "Digital transformation in trade union activities of the Vietnam General Confederation of Labor to 2026, vision to 2030" focuses on 4 factors: People, processes, technology and data. In particular, the general goal is to use digital technology and digital databases to transform trade union activities at all levels in accordance with management requirements and information security levels to the digital environment to improve the efficiency and quality of the entire trade union system.

The online Union Tet Market is the concretization of the digital transformation policy of the Union organization. To maximize the strength of union members and increase more and more support services, the Project "Digital transformation in trade union activities of the Vietnam General Confederation of Labor to 2026, vision to 2030" aims to form a new cooperation model by 2030. This model has the participation of units providing products and services (third parties), the main service users are union members.
The Vietnam General Confederation of Labor is the unit that will operate the cooperation model. In addition, it is necessary to comprehensively form a digital union ecosystem, moving towards connecting union members' social networks, connecting e-commerce platforms, union member markets... creating a playground for union members, increasing convenient services for union members. At the same time, perfecting the professional work of the union, applying applications of Big Data, AI, Machine Learning to synthesize reports, information, and support decision making.

In the Project, the Vietnam General Confederation of Labor identified the 2024 - 2026 period as focusing on digital transformation in the fields of finance and union organization management. Among the 11 targets for the 2024 - 2026 period of the Project, 100% of agencies under the Vietnam General Confederation of Labor provide 24/7 services, ready to serve online whenever grassroots unions and union members request support and handle work; 100% of union officials at all levels are propagandized and raised awareness in innovating working methods towards digitalization; 100% of union officials at all levels are assigned digital identification to log in once for all unified applications on the Vietnam General Confederation of Labor's Electronic Information Portal or on technology software applications (apps) in handling work and operations; 100% of trade unions at all levels deploy document management systems - operate and sign digitally with specialized digital signatures...
In addition, the Vietnam General Confederation of Labor also aims for 90% of work records at district-level Labor Federations and equivalent, work records at grassroots unions to be processed online (except for work records within the scope of state secrets); 80% of spending requests and approvals of the Vietnam General Confederation of Labor are made online on the new financial accounting system; 50% of monitoring and inspection activities of agencies under the Vietnam General Confederation of Labor are carried out through the digital environment and information systems of management agencies. In particular, 80% of union member information is updated and authenticated on the Union Member Management application, which is implemented on software and apps; 90% of union asset management and investment capital management are carried out on network software...
One of the important solutions proposed by the Project is to create institutions and legal frameworks such as policies, capital sources, preferential policies on working regimes, especially high-quality human resources in information technology and information security. Along with that, it is necessary to ensure technical infrastructure and working skills; increase the use of digital application systems, improve the management capacity of the digital union ecosystem; and determine the focus of the information technology application plan and digital transformation. In particular, union members are the center of this plan and prioritize the transformation of information systems and propaganda related to regimes and policies on finance, insurance, and employment.
With a system of targets, tasks and implementation solutions, the Vietnam General Confederation of Labor expects to basically complete digital union member services, digital union statistical reporting activities, and digital transformation of union operations by 2027.
