Diversified methods of propaganda
Mr. Tran Van Dong - Chairman of Ninh Thuan Provincial Federation of Labor - shared that, identifying the importance of propaganda and dissemination of legal education (PBGDPL) for union members and workers, Ninh Thuan Provincial Federation of Labor has actively implemented Resolution No. 04b/NQ-TLĐ of the Vietnam General Confederation of Labor on improving the effectiveness of propaganda and dissemination of legal education (PBGDPL) for workers in the new situation.
In particular, focusing on disseminating PBGDPL contents directly related to union members such as: Trade Union Law, Social Insurance Law, Health Insurance Law, Housing Law, Employment Law, Labor Safety and Hygiene Law... The Provincial Federation of Labor directs all levels of unions to integrate Law Day through conferences, seminars, training, agency activities, and legal knowledge competitions. The method of dissemination is through documents, leaflets, legal publications, direct consultation, dialogue and social networking platforms in a way that is easy for workers to access.
At the same time, 130 reports and 250 propaganda articles were organized on reputable local information channels. The Provincial Federation of Labor's electronic news site transmitted 199 legal documents, posted 1,815 news, photos, and propaganda articles on PBGDPL, the role of the working class and the Vietnam Trade Union, contributing to raising awareness of the working class and Trade Unions in the new situation.
Every year, the Ninh Thuan Provincial Federation of Labor receives about 30 to 40 complaints about workers' policies. In addition to actively participating in resolving complaints from workers, the Provincial Federation of Labor has coordinated with relevant sectors to identify areas of interest to increase propaganda. Most of the complaints from workers are related to illegal termination of contracts, wages, social insurance book closing, payment of benefits after termination of labor contracts, etc. The union has provided legal support to help workers and employers understand the law, reducing labor disputes.
Along with policy propaganda, the Trade Union and Provincial Labor Federation also have a responsibility contract with the Provincial Police to propagate the work of preventing and combating drug crimes and social evils among workers.
Increase two-way interaction between unions and workers
Over the past 10 years, the Provincial Federation of Labor has organized and implemented consultations to participate in the drafting of more than 50 legal documents related to employees and trade unions.
Chairing thematic meetings of the National Assembly Delegation of Ninh Thuan province with workers and employees; meetings and dialogues between leaders of the Provincial People's Committee and union members and employees.
At the conferences, union members were able to directly express their thoughts, aspirations, suggestions and recommendations. The opinions, suggestions and recommendations of union members and workers were accepted, explained and resolved in writing by the competent authorities. Therefore, workers were very excited and confident that their voices were listened to and thoroughly resolved.
With this approach, in recent years, the work of organizing dialogues at the workplace has been well implemented by the Ninh Thuan Trade Union at all levels. In 2023, 4 state-owned enterprises and 112 non-state enterprises organized dialogues, 100% of state-owned enterprises and 86% of non-state enterprises with trade unions signed and implemented collective labor agreements...
According to the leader of the Ninh Thuan Provincial Federation of Labor, currently many legal policies have a profound impact on union members and workers, so the Provincial Federation of Labor is strengthening its direction and promoting innovation in content and methods of organizing legal propaganda for workers in enterprises. Continuing to implement Resolution 04bNQ-TLĐ, the Ninh Thuan Labor Union expands the application of technology, increases two-way interaction between the union and union members so that legal policies reach each union member and also has feedback when the policies are no longer suitable for the situation that needs innovation...
