Discussing at the National Assembly hall about the draft Law on Trade Unions (amended) on the morning of October 24, National Assembly delegate Tran Nhat Minh (National Assembly Delegation of Nghe An province) proposed to continue maintaining the trade union fund level of 2% and the regulations as in the draft law.
“The trade union fund has been maintained and effectively promoted for over 60 years, since 1957 when the Trade Union Law was enacted. This fund is mainly used at grassroots trade unions to take care of the lives of union members and workers, such as visiting, sick leave, Tet gifts, birthday gifts... or organizing cultural and sports activities” - the National Assembly delegate said.
In addition, according to the National Assembly Delegate, the draft law has added some contents to suit the reality, such as the regulation on temporary suspension and exemption of union fee payment for organizations and enterprises facing difficulties, so when implementing this policy, the revenue from union fee is expected to decrease. However, at that time, the superior union will still support and protect the interests of union members and employees at the grassroots union in cases of temporary suspension and exemption of union fee payment.
“Therefore, legalizing and continuing to maintain the 2% union budget as stipulated in the draft law is extremely necessary, ensuring that unions fulfill their responsibilities to union members and employees, and their responsibilities in building harmonious, stable, and progressive labor relations, contributing to the stable development of agencies, units, and enterprises,” the National Assembly delegate analyzed.
National Assembly Delegate Le Thi Thanh Lam (National Assembly Delegation of Hau Giang Province) also expressed her high agreement with maintaining the 2% union budget, saying that in practice, this source of revenue, along with other sources of revenue, is an important foundation to help the union build a strong enough organization to take good care of union members and workers, creating better and better cohesion in all activities between the union and workers, and the union and workers.
National Assembly Delegate Chu Thi Hong Thai (Lang Son) agreed to maintain union funds to take care of union members and workers, reducing the burden on the State budget.
