Young Party cell secretary "ignites fire" to enrich villages

Lao Cai - From small-scale livestock models to effective deer farming cooperatives, the 37-year-old Party cell secretary has spread the spirit of daring to think and dare to do in the highlands.

In Bao Ai commune - a mountainous area with many difficulties in Lao Cai province, local people are familiar with the image of Mr. La Cong Duc (born in 1989) - Secretary of the Deo Thao village Party cell - who is always enthusiastic and dedicated to the people.

Born into a Nung family with three generations of party members, Mr. Duc early became aware of his responsibility to his homeland. Not choosing to leave his village to work far away, after graduating from high school, he studied Agriculture and Forestry at the Intermediate level while starting to develop the local economy with many models such as raising local buffaloes, cows, pigs, ducks, rabbits, earthworms...

Concerned about every inch of his homeland, he constantly searches for trees and animals suitable for climate and soil conditions. From the initial models, he accumulated experience, and then proactively guided and transferred techniques to people to work together.

At the age of 23, he was honored to join the ranks of the Party; by 2018, he became one of the youngest village chiefs in Yen Bai province at that time.

As a young party member, I always determine to be exemplary and take the lead, dedicated to work, especially things directly related to people's rights, thereby creating solidarity, developing the economy together, and improving life," Mr. Duc shared.

In 2025, after learning and learning from the model in Ha Tinh, he boldly established a cooperative group to raise deer with an initial investment of 450 million VND. The model quickly showed effectiveness: deer are easy to raise, have few diseases, do not cause environmental pollution, and can take advantage of available feed sources.

In particular, each year a deer harvests two batches of velvet antlers, with a selling price of about 18 million VND/kg, bringing stable income.

From 4 households with 17 deer initially, the model has now begun to harvest, opening up a new direction for local people. Mr. Duc said that in the coming time, he will continue to replicate the model, aiming to establish cooperatives, and at the same time find stable outlets for people to feel secure in developing production, especially supporting poor households.

Mr. Nong Dinh Phuong - a resident of Deo Thao village - shared: "We are very proud that the village has a young Party cell secretary who dares to think and dares to do. He not only propagates policies and guidelines promptly but also directly guides livestock and cultivation techniques, helping people have more livelihoods and gradually escape poverty.

Not only developing the economy, in 8 years of holding the role of village head, Mr. Duc and the Party Committee and mass organizations actively mobilized people to participate in emulation movements and build rural infrastructure. Many new roads have been opened, internal field canals have gradually been consolidated, and the living environment has been increasingly improved.

According to Mr. Ta Quang Cong - Chairman of Bao Ai Commune People's Committee, Mr. La Cong Duc is a typical example of the will to rise up to get rich, always setting an example, contributing to spreading the spirit of solidarity and aspiration for development in the community.

In 2025, he was trusted and elected as Secretary of the Party Cell, Head of the Fatherland Front Committee of Deo Thao village. With the spirit of daring to think, daring to do and the desire to contribute, young party member La Cong Duc is continuing to write the story of getting rich in a difficult land, contributing to building an increasingly changing homeland.
