Minister of Public Security Luong Tam Quang has signed and issued Decision No. 5230/QD-BCA-C06 announcing new administrative procedures (TTHC); amended and supplemented TTHCs and abolished TTHCs in the field of issuing and managing citizen identification cards under the authority of the Ministry of Public Security.
The decision clearly states 28 APs to be abolished:
- Exploiting citizen information in the National Population Database (implemented at the central level);
- Exploiting information of people of Vietnamese origin whose nationality has not been determined in the National Population Database (implemented at the central level);
- Issuance of ID cards to people aged 14 and over (implemented at the central level);
- Issuance of ID cards to people under 14 years old (implemented at the central level);
- Re-issuance of ID cards (implemented at the central level);
- Re-issuance of ID cards (implemented at the central level).
- Exploiting citizen information in the National Population Database (implemented at the provincial level);
- Exploiting information of people of Vietnamese origin whose nationality has not been determined in the National Population Database (implemented at the provincial level);
- Exploiting information of people of Vietnamese origin whose nationality has not been identified in the ID database (implemented at the provincial level);
- Exploiting citizen information in the ID database (implemented at the provincial level);
- Issuance of ID cards to people aged 14 and over (implemented at the provincial level);
- Issuance of ID cards to people under 14 years old (implemented at the provincial level);
- Re-issuance of ID cards (implemented at the provincial level);
- Re-issuance of ID cards (implemented at the provincial level).
- Exploiting citizen information in the National Population Database (implemented at the commune level);
- Exploiting information of people of Vietnamese origin whose nationality has not been determined in the National Population Database (implemented at the commune level);
- Exploiting citizen information in the ID Database (implemented at the commune level);
- Exploiting information of Vietnamese people of Vietnamese origin whose nationality has not been identified in the ID Database (implemented at the commune level);
- Issuing ID cards to people under 14 years old (implemented at the commune level);
- Issuing ID cards to people aged 14 and over (implemented at the commune level);
- Re-issuance of ID cards (implemented at the commune level);
- Re-issuance of ID cards (implemented at the commune level);
- Re-issuance of identification cards (implemented at the commune level);
- Re-issuance of identification cards (implemented at the commune level);
- Adjusting information in the National Population Database, Identity Database at the request of people of Vietnamese origin whose nationality has not been determined (implemented at the commune level);
Collecting and updating biometric information about DNA into the Identity Database (implemented at the commune level);
- Collecting and updating biometric information about voice into the ID database (implemented at the commune level);
- Collecting and updating information of people of Vietnamese origin whose nationality has not been determined into the National Population Database, ID Database and issuing ID card certificates (implemented at the commune level).
