The Ministry of Home Affairs issued Decision 874/QD-BNV on announcing internal administrative procedures between newly issued, amended, supplemented and abolished state administrative agencies in the field of public employees under the management functions of the Ministry of Home Affairs.
Accordingly, the decision announces the abolition of 3 administrative procedures related to professional titles of civil servants. This abolition is implemented based on the Law on Civil Servants 2025 and Decree 259/2026/ND-CP regulating the recruitment, use and management of civil servants.
According to the list of administrative procedures abolished attached to Decision 874/QD-BNV, the first procedure that is no longer applied is the appointment to a professional title of civil servant, salary ranking for people who have completed the probationary regime.
Previously, this procedure was carried out after the public employee completed the probation period to be appointed to a professional title and implement salary ranking according to regulations. According to Decision 874/QD-BNV, this procedure is officially abolished from the date the decision takes effect.
In addition, the Ministry of Home Affairs also abolished the procedure for considering transferring professional titles of civil servants. This procedure was once applied when civil servants had a need to transfer to another professional title suitable for the job position and meeting the conditions according to regulations. According to the list announced, this procedure no longer belongs to the internal administrative procedure system in the civil servant sector from July 22.
Another notable change is that the procedure for considering promotion to professional titles of civil servants has also been officially abolished.
In addition to abolishing the 3 procedures mentioned above, the decision also announced many amended and supplemented procedures such as dismissal, resignation, appointment, reappointment, extending the term of office to retirement age for civil servants and public employees; and at the same time announced new procedures for receiving public employees who do not hold management positions.
