On August 19, the functional agency of Coast Guard Region 4 Command coordinated with the Propaganda and Mass Mobilization Committee of An Giang Provincial Party Committee to organize propaganda on the Law on Vietnam Coast Guard and the law on combating illegal, unreported and unregulated (IUU) fishing in Kien Hai special zone, An Giang province.
The activity contributes to raising awareness and legal compliance of fishermen, accompanying localities to implement the goal of removing the IUU "yellow card", building responsible and sustainable fishing. More than 200 officials, fishermen, ship owners, and captains in the area attended.
At the program, through propaganda videos and the presentation of the Reporter, the basic contents of the Vietnam Coast Guard Law, regulations on combating IUU fishing, especially new contents such as Decree No. 246/2026/ND-CP dated June 29, 2026 of the Government stipulating penalties for administrative violations in the field of fisheries, were easily understood and remembered, closely related to fishing activities and sea areas.
Reality in the Kien Hai special zone shows that the requirement to propagate and raise awareness of law compliance for fishermen is very practical. According to reports, Kien Hai special zone currently has 1,218 registered fishing vessels operating; the locality is focusing on managing 95 vehicles belonging to the "3 no" group, 78 fishing vessels not meeting operating conditions...
The above figures show that propaganda, guidance, and mobilization of fishermen to comply with the law need to be carried out regularly, directly and closely to each target group. With sea and island areas with difficult travel conditions such as the Kien Hai special zone, the fact that officers and reporters of Coast Guard Region 4 Command directly go to the grassroots level further clearly demonstrates the motto of orienting towards fishermen, bringing the law to ships and each citizen.
Along with legal propaganda, Coast Guard Region 4 Command organized social security activities, presented 10 gifts (1 million VND each) to fishermen in difficult circumstances and policy families; presented hundreds of national flags, Uncle Ho's photos and life jackets to ship owners and captains. The gifts expressed the feelings, responsibility and companionship of Coast Guard officers and soldiers with fishermen at the forefront of the waves.
For Kien Hai, where many families have their livelihoods attached to the sea, complying with the law on seafood exploitation is not only a mandatory requirement but also directly protects the long-term livelihoods of fishermen, protects aquatic resources and the marine environment. Therefore, legal propaganda is identified as an important solution to prevent violations early and remotely, helping each ship owner and captain improve their responsibility before going offshore to stick to the sea.
