Proposal to allocate state budget to implement support for rooftop solar power

The directive requires proposing appropriate solutions in allocating state budget funds for the implementation of rooftop solar power support policies.

Prime Minister Pham Minh Chinh has signed and issued Directive No. 10/CT-TTg on strengthening the implementation of electricity saving and developing rooftop solar power (DMTMN).

The Directive clearly states that the Ministry of Industry and Trade is responsible for presiding over and coordinating with relevant agencies and organizations to strive to achieve the goal of having about 10% of public offices and 10% of households nationwide install and use UMBR; or strive for a total development capacity of 20% of UMBR installation capacity in the UMBR development plan for the 2026-2030 period of provinces/cities. Report to the Prime Minister on the implementation results in the fourth quarter of 2026.

Preside over researching and proposing to the Government and the Prime Minister to consider issuing mechanisms and policies to promote activities and programs on managing demand, using electricity economically and efficiently, and mobilizing backup power sources from organizations and businesses.

Continue to coordinate with the Ministry of Finance, the State Bank of Vietnam and relevant agencies to promptly study and complete, and submit to the Prime Minister for consideration the issuance of the Prime Minister's Decision stipulating policies to support households to install UMBRs and electricity storage systems suitable to technical capacity, economic conditions and state budget capacity in each period.

Preside over the development and promulgation of guidelines on methods for determining, measuring, testing, and verifying saved electricity output; which clearly stipulates the determination of the baseline, calculation methods, measurement, testing, verification and synthesis of implementation results, ensuring uniformity, transparency, feasibility in implementation and clarifying the responsibilities of agencies, units, businesses and related parties in organizing implementation and completion in 2026.

The Ministry of Finance and the State Bank are responsible for coordinating with the Ministry of Industry and Trade and related parties to research, develop, promulgate or submit to competent authorities for consideration a financial mechanism to allow Vietnam Electricity Group to account for reasonable and valid costs into the cost price to implement electricity load management (DSM) and electricity saving programs.

Regarding policies to support households installing UMBRs and electricity storage systems: The Ministry of Finance shall preside over and coordinate with the Ministry of Industry and Trade and relevant agencies to propose appropriate solutions in allocating state budget funds for the implementation of UMBR support policies;

The State Bank of Vietnam shall preside over and coordinate with the Ministry of Industry and Trade and relevant agencies to propose credit focal points for policy implementation, ensuring convenience for people and compliance with relevant legal regulations; to be completed in April 2026.

Preside over and coordinate with ministries, branches, and provincial-level People's Committees to have appropriate budget solutions, support credit for installing solar power lamps and BESS in office buildings, in households; support green credit/preferential credit for households and businesses installing solar power lamps and BESS.

The Ministry of Science and Technology is responsible for presiding over and coordinating with relevant ministries and sectors to review and improve national technical standards on energy efficiency for vehicles and equipment consuming electricity.

Build and amend to increase the minimum energy efficiency of vehicles and equipment by over 5%, especially build a roadmap to increase the minimum energy efficiency of electric motors to IE2-IE3 levels, and study the elimination of incandescent bulbs from 20W or more.
