On August 28, news from the Office of the Ha Tinh Provincial People's Committee said that the Ha Tinh Provincial People's Committee has just issued a document to rectify discipline, administrative order and improve the responsibility of performing public duties in resolving administrative procedures (TTHC).
Accordingly, provincial departments, agencies, and People's Committees of communes and wards must review the compliance with discipline and order of the team of officials, civil servants, and public employees directly receiving and resolving administrative procedure dossiers.
Through review, units must promptly detect, rectify and handle cases of irresponsibility, avoidance, pushing work; causing trouble, harassment or actions affecting publicity, transparency, and fairness in resolving administrative procedures.
The Provincial People's Committee requests strict implementation of regulations on ethics, civil service culture and responsibilities of cadres, civil servants, and public employees. The settlement of administrative procedures must ensure compliance with regulations, publicity, transparency and create favorable conditions for people and businesses.
Notably, the Chairman of the Provincial People's Committee requested to improve the responsibility of the heads of agencies, units, and localities with administrative procedure resolution functions.
The head must strengthen management and inspection of the performance of official duties of officials under their responsibility. In case of disciplinary violations, causing trouble, harassment, prolonging the time to resolve dossiers or slow processing of reflections and recommendations of people and businesses, they must be responsible to the Chairman of the Provincial People's Committee.
Collectives and individuals who violate will be considered and handled according to regulations. For cadres, civil servants, and public employees with limited capacity, not meeting task requirements at positions that regularly contact and solve work for people and businesses, units must consider transferring or replacing them appropriately.
The Provincial People's Committee also requested to strengthen regular or unscheduled inspections at the Provincial Public Administration Service Center and commune-level Public Administration Service Centers.
The content of the inspection focuses on receiving, resolving and returning administrative procedure results; complying with codes of conduct, ethics, civil service culture and responsibility to serve the people.
Acts of abusing positions and powers for harassment, causing difficulties, prolonging the time to resolve dossiers or showing signs of negativity must be strictly handled.
In addition, units must strengthen the reception and handling of reflections and recommendations from people and businesses; proactively review areas, locations, and workplaces that generate many reflections to promptly rectify.
The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over the inspection and rectification of the settlement of administrative procedures related to land, and report the results before September 10, 2026.
The Office of the Provincial People's Committee inspects the settlement of administrative procedures at departments, branches and localities; the Department of Home Affairs monitors, summarizes, advises on commendation or considers responsibilities for violating collectives and individuals.
According to the Provincial People's Committee, the rectification aims to build a professional, responsible, transparent administration, putting people and businesses at the center of service.
