Accordingly, N.D.K (born 2008, residing in Thien Cam commune, Ha Tinh province) was prosecuted for the crime of violating regulations on road traffic participation; N.T. B (born 2009, residing in Thien Cam commune) was prosecuted for the crime of assigning unqualified people to control vehicles participating in road traffic.
According to the investigation, on May 19, although he did not have a driver's license, N.D.K (born 2008, student of Phan Dinh Giot High School) still drove a motorbike carrying T.H.D (born 2008, residing in Thien Cam commune) on National Highway 8C.
When approaching the intersection between National Highway 8C and DH131 road, due to speeding, to avoid colliding with a motorbike in front, K turned right into DH131 road and then crashed into traffic signs and walls of people's houses.
As a result, T.H.D sitting in the back of the car was seriously injured and died while being treated at the hospital.
The investigation determined that the motorbike driven by K was lent by N.T. B (born in 2009, residing in Thien Cam commune, a classmate). Although knowing that K did not have a driver's license, B still handed over the motorbike for K to use to participate in traffic and then an accident occurred.
