The seminar was moderated by Mr. Nguyen Trung Chinh - Chairman of the Board of Directors/Chairman of the Executive Committee of CMC Technology Group and Dr. Vo Tri Thanh - Director of the Institute for Brand and Competition Strategy Research (BCSI), opening up many perspectives close to the reality of management and policies.
Mr. Nguyen Trung Chinh affirmed: Resolution 68 is an ideological breakthrough, when for the first time the private economic sector was established as the most important driving force. If implemented in the right direction, most of the bottlenecks will be removed".
According to Dr. Vo Tri Thanh, this is a big shift from the concept of considering the private sector as a " department" to a central position in the development strategy.
The seminar showed a positive move: The private sector no longer waits for policies issued from top to bottom, but has proactively contributed, proposed and accompanied the State in each step of implementation.
CMC, MISA, 1 Office, Giovanni... not only raised the problem but also proposed specific mechanisms and action programs. Dr. Vo Tri Thanh recommends that businesses increase cost-benefit analysis, assess policy impacts to give more effective comments.
Lawyer Bui Van Thanh proposed developing a transparent national information portal on investment opportunities. Mr. Dang Huy Dong - former Deputy Minister of Planning and Investment emphasized: "Sandbox needs to be controlled according to space - time - risk, but should not tie creativity to conservative conditions".
Mr. Le Viet Thang - General Director 1 Office proposed: "The government should allocate the budget to buy Vietnamese software to provide free credit to new businesses under 3 years old. We do not ask for financial support, we just need to put the tools into the hands of the business".
Resolution 68 with a breakthrough spirit has opened up new policy space. But the journey from policy to reality requires parallelism, in which businesses, experts and the whole society must step forward together.
