Recently, Phu Quoc City has attracted a large number of foreign tourists to visit and relax. According to Kien Giang Provincial Police, many tourists have rented motorbikes to travel because they prefer flexibility, convenience and low cost.
However, many of them do not have a driver's license in accordance with Vietnamese regulations, and have never driven a motorbike before. Others are subjective, do not research local traffic laws, leading to violations such as not wearing helmets, running red lights, driving in the wrong lane, even driving while intoxicated.
These acts not only pose a potential risk to the safety of tourists but also threaten the safety of other road users.
In fact, many accidents involving foreigners have been recorded in Phu Quoc in recent times. Along with that, some motorbike rental business owners were handled for giving their vehicles to unqualified people, ignoring the inspection of the lessee's driving license. This is not only a violation of the law, but also shows a lack of responsibility for the common safety of the community.
On the afternoon of May 4, people reported that on DT 9.73 road in Xom Moi hamlet, Bai Thom commune, Phu Quoc city, a foreign male tourist was driving a motorbike without a helmet, dropping both hands while driving.
Upon receiving the report, the leaders of the Traffic Police Department of Kien Giang Provincial Police directed a working group in Phu Quoc to quickly verify and search for violators. By May 6, the authorities had identified the violator as Mr. A (born in 1980, Russian nationality), currently residing in Ong Lang Hamlet, Cua Duong Commune, Phu Quoc City.
Through investigation, he admitted to violations, including: Not wearing a helmet while driving a motorbike; Letting go of both hands while driving a vehicle; Not having a driver's license as prescribed in Vietnam.
The motorbike driven by Mr. A was identified as a rented vehicle from a business establishment on Tran Hung Dao Street, Duong Dong Ward, Phu Quoc City. Based on the violations, the Traffic Police Team drew up a record of administrative violations and temporarily detained the vehicle for 10 days to handle according to the law.
At the same time, the vehicle owner was also invited by the police to clarify the responsibility for handing over the vehicle to a person who was not qualified to drive, violating Clause 1, Article 56 of the Law on Road Traffic Safety and Order.
The Traffic Police force recommends that organizations and individuals providing car rental services need to carefully check the legal conditions of the lessee, especially the valid driving license suitable for the type of vehicle in Vietnam. At the same time, foreigners living, working or traveling in Phu Quoc need to strictly comply with traffic safety regulations, avoiding danger to themselves and the community.
