In recent times, the Party Committee and the government of Phu Quoc City (Kien Giang) have resolutely implemented solutions to inspect and handle violations in the fields of land, forestry and construction in the city. Preliminary results show that the number of land violations has decreased, and state management of land in the area has gradually become more orderly.
For Duong To commune (area of 79 villas), according to the Special Task Force: A total of 70 violations (including 79 villas, 5 concrete roads). Of which, 66 cases of administrative violations have been recorded (65 houses), 3 cases (3 houses) have not been recorded for administrative violations but during the process of collecting records, the land users have restored the original state of the land, 1 case has not been recorded for administrative violations.
Thus, by November 2024, in the area of 79 villas, Phu Quoc City People's Committee coordinated with the Special Task Force of the province to enforce and the violators to demolish a total of 61 houses and 2 concrete roads with a total area of 5,320m². Currently, there are 4 houses (4 cases) and 3 concrete roads (the violating organizations/individuals cannot be identified). The City People's Committee has assigned the Department of Natural Resources and Environment, the Department of Justice and the People's Committee of Duong To commune to organize the implementation.
In addition, the People's Committee of Duong To commune has filed a case to handle 13 cases, including 8 cases of occupying State-managed land and 5 cases of using land for the wrong purpose.
Since June 2022, the People's Committee of Kien Giang province has established a special working group to inspect and handle violations of the law on land, forestry and construction in Phu Quoc city. The group has coordinated with the City Party Committee and the City People's Committee to launch movements for the entire people, the entire army, and local authorities to actively participate in forest protection and management, afforestation, and crime reporting... Thereby, creating a positive change in the political system and the people.
The working group received many denunciations, reports of crimes and recommendations from organizations and individuals. Mr. Huynh Van Dinh - Head of the Department of Natural Resources and Environment of Phu Quoc City said that the results of land and forestry management as well as the security, order and social safety situation in the area were basically stable, mainly handling violations that have existed in the past.
“Implementing the direction of the province as well as the Standing Committee of the City Party Committee and the City People's Committee on handling administrative violations in the area, the Department of Natural Resources and Environment and the city's branches as well as the communes and wards have focused on handling this area very drastically. In particular, there are the 79 villas area and some other important areas in Phu Quoc City,” Mr. Dinh informed.
During the implementation process, there were also some difficulties and problems such as the management of land areas not yet assigned to organizations and individuals (state-managed land) in the past was not strict, encroached, occupied, used, and bought and sold illegally; coordination between agencies sometimes shifted responsibility and evaded responsibility...
The verification and handling of land and forestry violations faces many difficulties in determining the origin of the land, time of use, management entity, boundaries, disputes, etc., so some complicated violations are prolonged.
In the coming time, the Team will continue to preside over and coordinate with the Provincial Police, the Provincial People's Procuracy and relevant departments and branches to urgently investigate and consolidate the files of 5/7 groups for fraudulent appropriation of property (fraudulent transfer of land use rights managed by the State to others) in Duong To commune (area of 79 villas).
Focus on inspecting and handling areas such as: the area of 79 villas (Duong To commune); illegal construction on coastal alluvial land (Ham Ninh commune); Suoi Lang area (Ganh Dau commune); encroachment on forest land, illegal deforestation and some other areas.
