According to the plan of Thanh Hoa Provincial People's Committee, the campaign aims to restore discipline, build a civilized and safe urban environment in the context of rapid urbanization and socio-economic development, leading to higher requirements for urban management.
According to Thanh Hoa Provincial People's Committee, in the past time, the situation of urban order and public order in the province has had positive changes. However, in many places, there is still encroachment on roads, sidewalks, and sidewalks for business; violations of traffic safety corridors; makeshift markets, spontaneous markets; placing advertising signs that obscure visibility; street vendors, soliciting customers, illegal parking...
These shortcomings not only affect urban aesthetics but also cause traffic safety disorder, directly affecting people's lives.
According to the plan, from May 21 to the end of July 30 is the peak period, localities will mobilize maximum forces and vehicles to clear and handle violations with the motto "no forbidden zones, no exceptions".
In addition to handling violations, localities will supplement the system of traffic signs, road markings, traffic infrastructure renovation, general environmental sanitation and urban landscape improvement.
Hac Thanh ward was selected as the unit to organize the pilot campaign of the whole province.
In this peak period, the Police force plays a core role in ensuring security and order in public areas. Commune-level police are required to develop implementation plans according to the principle of "clear people, clear tasks, clear responsibilities, clear authority, clear time, clear results"; and at the same time strengthen patrols, strictly handle violations, prevent crime and social evils.
Before the launching time, from May 13 to May 20, localities focused on reviewing hot spots and complex areas; organizing propaganda and mobilizing people to voluntarily dismantle violating works, return traffic corridors and not re-encroach.
After the peak period, from August 1 onwards, the management of urban order and public order will be maintained regularly. Local heads may be held accountable if prolonged or repeated violations occur.
