According to Thanh Hoa Hydrometeorological Station, at 1:00 p.m. on September 3, the center of the storm was at about 18.6 degrees North latitude; 119.1 degrees East longitude, in the eastern sea area of the North East Sea.
The strongest wind near the storm center is level 9 (75-88km/h), gusting to level 11, moving in the West Northwest direction, about 15km per hour.
Forecast at 1:00 p.m. on September 4, storm No. 3 continues to move in the West-Northwest direction, traveling about 10km per hour. The center of the storm is about 730km east of Hainan Island (China). Wind intensity is level 10 - 11, gusting to level 13. The dangerous area is north of latitude 17.0N; east of longitude 115.5E. Disaster risk level 3: east of the North East Sea area.
Faced with the complicated situation of storm No. 3, implementing the direction of the Prime Minister, on September 3, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Thanh Hoa province issued Official Dispatch No. 05 on proactively responding to the developments of storm No. 3, preparing forces and means for rescue when requested.
Accordingly, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Thanh Hoa province requested the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of coastal districts, towns and cities and relevant departments, branches and units to closely monitor the storm's developments; strictly manage means of transport going out to sea as well as count and notify owners of means of transport, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas.
Localities and units must seriously organize on-duty shifts and regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Natural Disaster Response and Search and Rescue according to regulations.
