The chairman of the council is elected by members. During the competitive examination period, the council will consider the report of the Technical Team on the validity of the exam registration dossier and the exam plan.

Previously, in October 2025, the Ho Chi Minh City People's Committee approved the architectural design competition plan for these two intersections. These are two key projects in component project 1 of the North-South main road upgrade project (Nguyen Huu Tho road, section from Nguyen Van Linh to Ben Luc - Long Thanh expressway).

The project to complete the construction of two intersections Nguyen Van Linh - Nguyen Huu Tho and Nguyen Huu Tho intersection with Ben Luc - Long Thanh expressway has a total investment of 2,400 billion VND from the Ho Chi Minh City budget.

Previously, the Nguyen Van Linh - Nguyen Huu Tho intersection was spent 830 billion VND by Ho Chi Minh City to build two two-way underpasses on Nguyen Van Linh street, contributing to limiting congestion in this area.

Component project 2 will upgrade and expand the North-South main road in BOT form (build - operate - transfer), with a total investment of 6,106 billion VND. According to the plan, the project is expected to start construction in 2026 and be completed in 2028.

When put into operation, Nguyen Huu Tho street will become a fast traffic axis, connecting the city center with South Saigon urban area, Hiep Phuoc urban - port and large industrial parks in the South.

The route also connects Ring Road 2 with the Ben Luc - Long Thanh expressway (Ring Road 3) and creates a foundation for intercommunication with Ring Road 4 in the future, serving inter-regional traffic needs between Ho Chi Minh City and the eastern and southwestern provinces, the seaport system and Long Thanh airport.
