According to the Ministry of Home Affairs, by the end of 2025, Vietnam has 162,858 foreign workers working, from about 110 countries and territories.

According to the summary report on the implementation of Decree 219/2025/ND-CP, by the end of 2025, the whole country had 162,858 foreign workers working.

Among these, 155,808 people are eligible for work permits and 7,770 people are not eligible for permits.

By job position, technical workers account for the largest number with 85,951 people; followed by experts with 44,342 people; managers 22,416 people and executives 10,149 people.

Foreign workers in Vietnam come from about 110 countries and territories. Among them, workers with Chinese nationality account for the highest proportion with 31.1%, followed by South Korea 18.5%, Taiwan (China) 12.9% and Japan 9.5%.

According to the Ministry of Home Affairs, work permit issuance activities in the past time have basically been carried out strictly, in the correct order and procedures, while minimizing the impact on domestic employment.

However, the process of implementing Decree 219/2025/ND-CP also has some difficulties and obstacles, requiring continued amendments and supplements to suit development requirements in the new situation.

In the draft Decree amending and supplementing Decree 219/2025/ND-CP on foreign workers working in Vietnam, the Ministry of Home Affairs proposed many changes in the direction of easing conditions, reducing administrative procedures and increasing digital applications in foreign labor management.

According to the submission of the Ministry of Home Affairs, the amendment of the decree aims to institutionalize the major policies of the Party related to science and technology development, innovation, national digital transformation, international integration and private economic development.

The draft is also built on the spirit of "maximum removal of barriers", creating favorable conditions to attract investors, experts, and reputable scientists in Vietnam's priority development fields.
