According to information from Lao Cai Provincial Police on July 17, Son Luong Commune Police issued a decision to sanction administrative violations against Ms. M.T. Ch (born 1958, residing in Khe Trang village, Son Luong commune) for the act of planting trees containing drugs. The penalty is 7.5 million VND according to the provisions of law.
Previously, at about 2 pm on June 28, during a patrol in Khe Trang village, Son Luong Commune Police in coordination with the Reinforcement Team of Lao Cai Provincial Police discovered many plants suspected to be cannabis plants in the garden area of Ms. M.T. Ch's house.
Conducting an inspection, functional forces determined that a total of 62 trees were planted, including 6 trees in the home garden and 56 trees in the fields about 2km from the residence. The entire number of trees has been seized to serve the verification work.
Working with the police agency, Ms. M.T. Ch confessed that she planted these plants from March 2026 with the purpose of using them in local customs rituals. The woman said she did not know this was marijuana and thought it was flax.
According to the testimony, the seeds were requested by Ms. M.T. Ch from her younger sister, Ms. M.T. C (born 1957, residing in the same commune). Ms. M.T. C said that she picked up the seeds on the roof, mistakenly thought they were flax seeds, so she gave them to her older sister to bring back for planting.
Inspection conclusion No. 715/KL-KTHS dated July 3, 2026 of the Criminal Technical Department of Lao Cai Provincial Police determined that all 62 seized plants were cannabis plants, with a total weight of 2,000 grams.
Based on the results of the assessment and collected documents and evidence, Son Luong Commune Police determined that Ms. M.T. Ch had the act of planting trees containing drugs. On July 13, 2026, the unit issued a decision to sanction administrative violations against this woman according to regulations.
Lao Cai Provincial Police recommends that people not arbitrarily plant crops of unknown origin or unspecified types.
