The Lao Dong Newspaper Legal Consulting Office replied:
Article 12 of Circular 19/2025/TT-BGDDT of the Minister of Education and Training (effective from October 31, 2025) stipulates the behavior and level of violation to consider discipline as follows:
1. Violations
a) Behaviors prohibited for students in educational institutions as prescribed in the Law on Education.
b) Violations of regulations of schools or competent state agencies.
2. Level of violation
Cadres managing educational institutions, teachers, and staff shall base on the nature and consequences of the violation to determine the level of violation as follows:
a) Level 1 is a violation that is harmful to students themselves;
b) Level 2 is a violation with a negative impact within the scope of a group or class;
c) Level 3 is a violation with a negative impact within the school.
Article 13 of Circular 19/2025/TT-BGDDT stipulates disciplinary measures as follows:
1. Disciplinary measures for primary school students
a) No comments;
b) Apology request.
2. Disciplinary measures against students other than primary school students
a) No comments;
b) Criticization;
c) Request to write a self-assessment report.
Thus, the level of violation and disciplinary measures against students are regulated as above.
