Clause 1 and Point b, Clause 8, Article 15 of Decree No. 81/2026/ND-CP stipulating penalties for administrative violations in the field of railway traffic (effective from May 15, 2026) stipulates the penalties for violations of regulations on ensuring railway traffic safety as follows:
1. A fine of between 300,000 VND and 500,000 VND shall be imposed on individuals who commit one of the following violations:
a) Going, standing, lying, sitting or other acts on railways, in bridges, tunnels reserved for railways, except for railway staff, functional forces on duty;
b) Overcoming fences, fences separating the railway from the surrounding area;
c) Letting animals cross the railway improperly or letting animals pull cars across the railway without a driver;
d) Going, standing, lying, sitting or other acts on the roof of carriages, locomotives, steps up and down carriages; clinging, standing, sitting on both sides of carriage walls, locomotives, where the carriages and locomotives are connected; opening doors to get on and off trains, bringing head, hands, feet and other objects out of the carriage wall when the train is running, except for railway staff and functional forces on duty;
e) Drying straw, rice straw, agricultural products, and leaving other items on other railway works;
e) Letting soil, sand, and other supplies and materials fall onto the railway.
8. In addition to being subject to penalties, individuals committing violations are also subject to the following remedial measures:
b) Performing the acts specified in point d, clause 1 of this Article, forcing the removal of straw, rice straw, agricultural products, and other items from railway works.
Thus, from May 15, 2026, individuals, business households, households drying straw, rice straw, agricultural products, and leaving other items on railway works may be fined up to 500,000 VND and forced to remove straw, rice straw, and other agricultural products from railway works according to the above regulations.
