New regulations on salary transfer and military rank conferment for officers

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 3, Article 4 of Circular 18/2025/TT-BQP of the Ministry of National Defense regulating the conferment of military ranks for graduates in officer training in the army; promotion of officers of colonel and lieutenant ranks beyond the deadline and raising officers' salaries ahead of the deadline (effective from March 22, 2025), stipulates the way to change salary and confer officers' ranks as follows:

a) Professional soldiers, workers and national defense officials who are eligible for salary increase according to regulations will be considered for salary increase.

b) Transfer salary to senior professional soldiers according to the regulations of the Ministry of National Defense to serve as a basis for considering the conferment of officer ranks, ensuring the difference is not more than one adjacent salary level.

c) In case the rank of officers is lower than the current professional army, the officer has not considered the rank of officers, granted the number of cadres and transfers the salary to high -class professional military personnel according to the training level, reserving the wage raising time to consider the army of officers in subsequent years (in case of an individual who wishes).

Thus, from March 22, 2025, the way to change salary and confer military ranks for officers is regulated as above.
