After that, Ms. Linh was issued a Decision by the District People's Committee to change her professional title to: Primary School Teacher Grade III, code V.07.03.29, level 9/9, coefficient 4.98, reserved difference coefficient 0.15, from August 1, 2024.
After receiving the decision, Ms. Linh received her August salary. However, according to the new salary transfer decision, her salary was 15,000 VND lower.
According to Ms. Linh's research in Clause 4, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary arrangement when upgrading, transferring ranks, and changing types of civil servants and public employees, the transfer of professional titles must be done in a more beneficial way before salary arrangement can be made.

Regarding the reflection and recommendation of Ms. Nguyen Thi Thuy Linh, the Ministry of Home Affairs said: The appointment and salary classification for the professional title of grade III primary school teacher (code V.07.03.29) for grade III primary school teachers (code V.07.03.08) is carried out according to the provisions of Circular No. 08/2023/TT-BGDDT dated April 14, 2023 of the Minister of Education and Training amending and supplementing a number of articles of Circulars No. 01, 02, 03, 04 dated February 2, 2021 of the Ministry of Education and Training stipulating codes, standards for professional titles and appointment, salary classification of teaching staff in public preschool and general education institutions (salary classification according to the instructions in Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs and according to the regulations). current legal regulations; reserve difference coefficient rounded to 2 decimal places).
The organization and implementation of policies for cadres, civil servants and public employees in Quang Ngai province is under the authority of the Provincial People's Committee.
