According to Ms. Linh's research in Clause 4, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary arrangement when upgrading, transferring ranks, and changing types of civil servants and public employees, the transfer of professional titles must be done in a more beneficial way before salary arrangement can be made.
