Regulations on transferring health insurance patients from July 2025

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 22, Article 1, Law amending and supplementing a number of articles of the Law on Health Insurance 2024 (effective from July 1, 2025) stipulates the transfer of patients between health insurance medical examination and treatment facilities as follows:

1. The transfer of patients between medical examination and treatment facilities is carried out according to the professional requirements and response capacity of medical examination and treatment facilities.

2. The Minister of Health shall prescribe the transfer of patients to initial health insurance examination and treatment facilities for treatment, management and monitoring of chronic diseases, including the use of prescribed drugs, medical equipment and medical technical services according to the professional capacity of the facility where the disease is treated, managed and monitored; details Clause 1 of this Article, except for the case specified in Clause 3 of this Article.

3. The Minister of Public Security and the Minister of National Defense shall prescribe the transfer of patients under their management authority between medical examination and treatment facilities under their management authority.

Thus, from July 1, 2025, the transfer of patients between medical examination and treatment facilities under health insurance from July 2025 is regulated as above.
