Regulations on tuition management

The Lao Dong Newspaper Legal Consulting Office replied:

Article 13 of Decree 238/2025/ND-CP stipulates tuition management as follows:

1. Public educational institutions manage and use tuition fees according to Government regulations on financial autonomy mechanisms of public service units and compile them in the annual financial statements of educational institutions according to the provisions of law.

2. Private and non-public educational institutions manage and use tuition fees according to the principle of self-guaranteeing collection and expenditure and being responsible for financial management for their activities. Organize accounting, tax payment and perform other financial obligations according to the provisions of law.

3. Educational institutions shall manage tuition fees and revenues according to accounting, auditing, tax and financial disclosure regimes according to the provisions of law; comply with inspection and examination requirements of financial institutions and competent educational management agencies and be responsible before the law for the accuracy and honesty of the information and documents provided.

4. Before enrollment or admission, educational institutions must announce and publicize the tuition fee collection rate, training cost for each school year, preschool education level, general education, tuition increase roadmap (if any) for each school year and expected for the entire course for higher education.

5. Educational institutions shall publicly implement according to regulations and be responsible for explaining training costs, tuition fees, tuition increase roadmaps for each school year, level, and course; publicize conditions for quality assurance according to regulations; publicize tuition exemption, reduction, and support policies and tuition fees and tuition fees collection and exemption in case of emergency.

Thus, tuition fee management is regulated as above.
