Resolution No. 217 clearly states tuition exemption for preschool children, primary school students, and students of general education programs in public educational institutions.

Politburo member and National Assembly Chairman Tran Thanh Man has signed and issued Resolution No. 217/2025/QH15 on tuition exemption and support for preschool children, primary school students, and students studying general education programs in educational institutions in the national education system.

Accordingly, this Resolution stipulates tuition exemption and support for preschool children, primary school students, and those studying general education programs who are Vietnamese citizens or people of Vietnamese origin who have not yet determined their nationality and are living in Vietnam in educational institutions in the national education system.

The Resolution also clearly states tuition exemption for preschool children, primary school students, and students of general education programs in public educational institutions.

Tuition support for preschool children, primary school students, and those studying general education programs in private and public educational institutions.

The tuition support level is decided by the People's Councils of provinces and centrally run cities according to the tuition fee framework prescribed by the Government but does not exceed the tuition fee collection level of private and public educational institutions.

The budget for implementing tuition exemption and support policies is guaranteed by the state budget in accordance with the provisions of the law on budget management decentralization.

The central budget supports localities that have not yet balanced their budgets to implement the policy of exemption and support for tuition fees according to the provisions of law.

This Resolution takes effect from the date of approval by the National Assembly (June 26, 2025) and applies from the 2025-2026 school year.

In addition, Politburo member and National Assembly Chairman Tran Thanh Man also signed to certify Resolution No. 218/2025/QH15 on popularizing preschool education for children aged 3 to 5.

According to the Resolution, the goal by 2030: 100% of provinces and centrally run cities meet the standards for universal preschool education for children aged 3 to 5.

The popularization of preschool education for children from 3 to 5 years old is guaranteed by the State and mobilized by socialization according to the provisions of law.

Implementing universal preschool education for children aged 3 to 5 years according to the roadmap, in accordance with the socio-economic development conditions of the locality, ensuring universal conditions according to regulations.

Regarding the mechanism and implementation policies, the Resolution stipulates investment in developing a network of schools and classes and ensuring facilities and teaching equipment according to regulations; ensuring the sufficient number of preschool teachers according to prescribed norms; ensuring policies and regimes for children from 3 to 5 years old, management staff, teachers and staff in preschool education institutions.

Along with that, mobilizing social resources to develop preschool education according to the provisions of law. Prioritize the development of preschool education in areas with particularly difficult socio-economic conditions, ethnic minority areas and mountainous areas, border areas, islands, coastal areas, densely populated areas, areas with industrial parks, clusters, and export processing zones.

The budget for implementing the policy of universally implementing preschool education for children from 3 to 5 years old is guaranteed by the state budget according to the state budget management decentralization.

The central budget supports localities that have not yet balanced their budgets to implement the policy of popularizing preschool education for children aged 3 to 5 years as prescribed by law. Other legally mobilized capital sources.
