The draft resolution of the National Assembly on popularizing preschool education for preschool children aged 3 to 5 and the National Assembly resolution on exempting and supporting tuition fees for preschool children, primary school students, and those studying general education programs at educational institutions in the national education system were submitted to the National Assembly for consideration and approval at the 9th session.
Considering providing direct money to students
Talking with Lao Dong newspaper reporters on the National Assembly corridor, delegate Nguyen Thi Viet Nga - National Assembly Delegation of Hai Duong province assessed that these are very important social security policies. However, to do so, a huge amount of resources are needed.
From there, the delegate suggested that resources should be implemented and arranged to avoid the situation where "policy has been issued but resources cannot be arranged yet".
Reviewing the content of resources for implementing universal preschool education for preschool children aged 3 to 5 years in the draft resolution by 2030, the National Assembly's Committee on Culture and Society also believes that to achieve the goal, it is necessary to have synchronous solutions on infrastructure, teaching staff and financial resources, ... so that the policy can be put into practice effectively and feasibly.

Regarding the policy of exempting and supporting tuition fees for preschool children and public, private and non-public high school students, delegate Nguyen Thi Viet Nga said that this resolution only stops at directly supporting learners, not yet regulating support for educational institutions. Supporting learners means supporting students and households.
"This requires more procedures, because each school has many students, each student has a different, much more complicated procedure. Many times, that support policy is more difficult to control in terms of effectiveness than support for educational institutions.
For example, in ethnic minority areas and areas with special difficulties, if they support their children, parents may use that money for other more urgent tasks instead of sending their children to school. In fact, this situation has occurred," delegate Nguyen Thi Viet Nga shared.
The delegate said that regardless of the form of support, a transparent and strict management mechanism is needed to avoid policy profiteering.
Encourage businesses to invest in education for workers' children
Participating in the 9th session group meeting, delegate Nguyen Hoang Bao Tran - National Assembly Delegation of Binh Duong province said that the resolution on popularizing preschool education for preschool children aged 3 to 5 years has not mentioned any policies to support, encourage, and protect the rights of organizations, individuals, and businesses participating in implementation.
Citing evidence in Binh Duong province, delegate Bao Tran said that the province has many industrial parks, the rate of preschool children who are children of workers and laborers is very high.
If the enterprise wants to support tuition fees or childcare for workers' children, the trade union organization must negotiate and take many steps to how to tie the enterprise to include in the collective labor agreement a part to support workers' children.
"There are businesses that are very interested in and support childcare with about 200,000 VND/child/month or they may include in their wishes such as rewards at the end of the year for children with good academic achievements to encourage workers and laborers. However, not every enterprise can do that," delegate Nguyen Hoang Bao Tran shared.
Therefore, the delegate suggested that the resolution should have specific regulations on support and encouragement policies for businesses to participate more voluntarily.

Delegate Nguyen Thi Viet Nga - National Assembly Delegation of Hai Duong province said that in reality, the policy of supporting organizations, businesses, and individuals participating in investing in the construction of non-public educational institutions, including schools for workers' children, is decided by each locality.
Accordingly, each locality will have its own policy, as long as it is not contrary to the provisions of the law and the budget balance of the provinces.
The delegate assessed that Bac Giang is one of the provinces that has received very good support for non-public kindergartens in industrial parks, or areas with many children of workers studying.
"For example, if participating in investment, organizations, individuals, and businesses can be supported with land, initial taxes, and direct support in cash on the number of classrooms and scale. This is a very good support to encourage businesses to participate in investment," the Vietnamese-American delegate shared.
