Criteria to identify ethnic groups facing many difficulties in the 2026 - 2030 period

The Lao Dong Newspaper Legal Consulting Office replied:

Article 4 of Decree 255/2025/ND-CP (effective from November 15, 2025) stipulates the criteria for determining ethnic groups that are still facing many difficulties and have specific difficulties in the period of 2026 - 2030, stipulates as follows:

1. Ethnic groups also face many difficulties: ethnic groups with a larger multidimensional poverty rate than the overall multidimensional poverty rate of ethnic minorities nationwide.

2. Ethnic groups with specific difficulties are ethnic groups with a nationwide population of less than 10,000 people according to population management data and meeting at least 1 of the following 2 criteria:

a) Having a multidimensional poverty rate greater than the national multidimensional poverty rate of ethnic minorities;

b) Having a population nationwide according to population management data decreased compared to the population nationwide according to the results of the 2019 Population and Housing Census.

Thus, the determination of ethnic groups facing many difficulties and specific difficulties in the period of 2026 - 2030 is regulated as above.
