What are the responsibilities of public employment service organizations?

Article 11 of Decree No. 352/2026/ND-CP detailing a number of articles of the Law on Employment on employment services (effective from January 1, 2026) stipulates the responsibilities of public employment service organizations as follows:

1. Consulting, introducing jobs for workers and providing free labor market information.

2. Receiving and providing job services on the National Job Exchange according to the guidance of the Ministry of Home Affairs.

3. List working hours and procedures for providing employment services; ensure the quality of public career services on employment according to the criteria and standards prescribed by competent state agencies.

4. Ensure the safety and security of personal data, labor data, and job transaction data in accordance with the law; develop and implement measures to prevent, detect, warn and prevent fraudulent acts in job service activities.

5. Organize job transaction activities, job transaction sessions; collect, store, and analyze labor market forecasts in the area.

6. Collect and update data on job seekers and labor recruitment needs of organizations and individuals into the database system.

7. Strictly implement the provisions of law on the organization and operation of Public Employment Service Organizations.

8. Periodically every 06 months (before June 20) and annually (before December 20), the Public Employment Service Organization shall report the results of employment service activities to the Department of Home Affairs through the National Job Exchange according to Form No. 01 of Appendix III issued together with this Decree.

Periodic report for 06 months: The data closing time is calculated from December 15 of the year before the reporting period to June 14 of the reporting period.

Annual periodic report: Data closing time is calculated from December 15 of the year before the reporting period to December 14 of the reporting period.

Thus, the Public Employment Service Organization needs to ensure the implementation of responsibilities according to the above regulations.
