The Department of Home Affairs under the Provincial People's Committee has 35 tasks and powers, including the content of implementing salary and bonus policies for cadres and civil servants from July 1, 2025.

The Ministry of Home Affairs has issued Circular No. 10/2025 guiding the functions, tasks, and powers of the Department of Home Affairs under the People's Committees of provinces and centrally run cities and the internal affairs of specialized departments under the People's Committees of communes, wards, and special zones under provinces and centrally run cities. This Circular takes effect from July 1, 2025.

According to the Circular, the Department of Home Affairs is a specialized agency under the People's Committee of a province or centrally run city (hereinafter referred to as the provincial level), performing the function of advising and assisting the People's Committees (PPCs) at the provincial level in state management of: Administrative organizations, state affairs; local authorities, administrative boundaries; cadres, civil servants, public employees and public services; administrative reform; associations, social funds, charity funds, non-governmental organizations; emulation and rewards; documents, state archives; youth; labor; wages; employment; social insurance; occupational safety and hygiene; meritorious people; gender equality and according to the assignment, decentralization or authorization of the Provincial People's Committee and Chairman of the Provincial People's Committee according to the provisions of law.

The Department of Home Affairs has legal status, its own seal and account according to the provisions of law; complies with the direction and management of the Provincial People's Committee; at the same time, complies with the direction, guidance and inspection of professional expertise of the Ministry of Home Affairs.

The Department of Home Affairs has 35 tasks and powers, including tasks and powers on implementing salary, allowance and bonus regimes and policies for cadres, civil servants, public employees, and contract workers in administrative agencies, organizations, and public service units.

Accordingly, the Department of Home Affairs decides according to decentralization or submits to the Chairman of the Provincial People's Committee to decide on regular salary increase, early salary increase and other regimes and policies on salary, allowances, bonuses and other policies for cadres, civil servants, public employees, and contract workers according to the provisions of law and according to the regulations of the Provincial People's Committee;

The Department of Home Affairs guides, inspects, resolves according to its authority or proposes to competent authorities to resolve difficulties in implementing salary, allowance and bonus regimes and policies for cadres, civil servants, public employees, and contract workers in local administrative agencies, organizations, and public service units according to the provisions of law and the provisions of the Provincial People's Committee.

This Circular replaces Circular No. 05/2021/TT-BNV dated August 12, 2021 of the Minister of Home Affairs and Circular No. 11/2021/TT-BLDTBXH dated September 30, 2021 of the Minister of Labor, War Invalids and Social Affairs.
