Circular No. 14/2025/TT-BXD of the Ministry of Construction regulates driver training; fostering, testing, and granting certificates of training in road traffic law. The new Circular takes effect from September 1, 2025.
Regarding training forms: People who need to be trained to issue motorcycle driving licenses of classes A1, A and B1 are as follows:
For theoretical study, they must study a full training program as prescribed in this Circular and be able to choose one of the following forms of study: self-study theoretical subjects according to the Government's regulations on driving training activities or concentrated study at driving training institutions.
For practical driving training: in the form of a concentration at a driving training facility.
The program volume and minimum training time allocated for motorbikes are as follows:

Organizing training courses
Driving training facilities base on the following contents: program volume and allocation of prescribed training time, review time, multiple-choice test and holiday and Tet to build a total training course duration in the driving training program of no more than 10 days.
Regulations on reporting registration for motorbike driving training courses are as follows:
For motorbike driving training classes A1 and A: driving training facilities receive documents from qualified driving learners and document composition according to regulations; prepare a report on registration for driving training courses according to regulations to the construction department in one of the following forms: directly, by post, in the electronic environment; at the same time, transmit data through the driver training management and supervision information system.
For B1 driver training: the driver training facility receives the application of qualified driver learners and the application components according to regulations; prepares a report on registration for the driver training course with a list of learners and a training plan according to regulations to the construction department in one of the following forms: directly, by post, in the electronic environment; at the same time, data is transmitted through the driver training management and supervision information system.
The report on registration for driving training courses, the list of students, and the training plan specified in Point a and Point b of this Clause must have the approval stamp of the driving training institution and be sent to the construction department immediately on the opening day; the head of the unit assigned by the construction department to manage driving training must check and sign each page (except for receiving reports on the electronic environment).
Regulations on checking the completion of training courses are as follows:
For B1 driving training: the content of theoretical and practical training at the driving training facility must be checked to be considered for completion of the training course, including: theoretical training content according to the set of theoretical test questions issued by the Ministry of Public Security; the content of practical driving training with step-by-step reversal thesis.
The assessment score for learning theoretical and practical training results of students: for the test content according to the set of theoretical test questions is assessed according to the driving test process issued by the Ministry of Public Security; for the step-by-step test on a scale of 10 (from 1 to 10) developed by the training institution, taking into account the decimal place of 1 number.
Consider completing the training course: driving learners have test scores according to the set of theoretical test questions that meet the requirements with the corresponding rank according to the driving test process issued by the Ministry of Public Security; the reverse-examination test must be 5 or more;
For digging for A1 and A class drivers: drivers who have completed their full time in the training program will be considered for completion of the training course.
The A1 driving license is granted to drivers of two-wheeled motorbikes with a cylinder capacity of up to 125 cm3 or an electric motor capacity of up to 11 kW.
Class A driving licenses are granted to drivers of two-wheeled motorbikes with a cylinder capacity of over 125 cm3 or an electric motor capacity of over 11 kW and vehicles specified for class A1 driving licenses.
B1 driving license is granted to drivers of three-wheeled motorbikes and vehicles specified for A1 driving license.
