On the afternoon of July 22, the Vietnam Fatherland Front Committee of Quang Ninh province organized a conference to sign a coordination program between socio-political organizations of the province and Party committees of communes, wards, and special zones for the period 2026-2030.
Mr. Vu Quyet Tien - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Quang Ninh province - attended and delivered a directing speech at the conference.
The program aims to strengthen coordination between the Standing Committees of socio-political organizations of the province and the Standing Committees of Party Committees of communes, wards, and special zones in leading, directing and organizing the implementation of political tasks at the grassroots level.
The parties will coordinate to propagate and mobilize union members, association members and people to participate in socio-economic development; building the Party, government and political system; implementing democracy at the grassroots level; supervising and social criticism; consolidating the organizational structure and improving the quality of the contingent of cadres.
The program requires clearly defining the content, responsibilities, lead units, coordination mechanisms and implementation progress; overcoming the situation of overlap and formalism; strongly orienting activities towards grassroots levels and residential areas.
Regarding the coordination program between the Quang Ninh Provincial Labor Federation and the Party Committees of communes, wards, and special economic zones, the Provincial Labor Federation presides over the establishment of the Steering Committee for establishing grassroots trade unions, developing union members and introducing outstanding union members to the Party for consideration and admission.
Party committees of communes, wards, and special zones will assign a Standing member of the Party Committee to participate in the Mobilization Committee.
In localities that already have commune-level Trade Unions, Party committees direct Trade Union organizations and related units to focus resources on developing union members, establishing grassroots trade unions, and developing the Party among workers and laborers.
For localities that do not yet have commune-level Trade Unions, agencies and units will coordinate with commune-level Trade Unions assigned by the Provincial Labor Federation to be in charge of the area. The parties will also review and develop plans to establish commune-level Trade Unions when they meet the conditions.
The program aims to establish Trade Union organizations in 100% of enterprises with 10 or more employees, operating stably and meeting the conditions for establishment according to the regulations of the Vietnam General Confederation of Labor by the end of 2030.
On average, each grassroots trade union introduces an outstanding union member for the Party to consider and admit.
Coordinate to direct units and businesses to implement the Law on Implementing Democracy at the Grassroots level; organize employee conferences, dialogues at the workplace, collective bargaining and signing collective labor agreements.
Other contents include the implementation of the Project "Developing Labor Relations in Quang Ninh province in the period 2026-2030"; coordinating to handle issues of worker security, labor disputes; taking care of the material, cultural, and spiritual life of union members and workers.
Speaking at the conference, Mr. Vu Quyet Tien requested the parties to urgently concretize the program into a plan suitable for each locality and unit; clearly define key tasks, responsibilities and results to be achieved.
Deputy Secretary of Quang Ninh Provincial Party Committee also requested to regularly inspect, urge, and remove difficulties in the implementation process; create conditions for the Fatherland Front and socio-political organizations to innovate operating methods in the direction of being close to the people and close to the grassroots level.
