On December 19, in Hanoi, Ms. Bui Thi Minh Hoai - Politburo member, Secretary of the Party Central Committee, Chairwoman of the Central Committee of the Vietnam Fatherland Front, Head of the National Assembly Delegation of Hanoi City and National Assembly deputies met with voters of 11 communes and wards of Election Unit No. 4 (Hanoi) after the 10th session of the 15th National Assembly.
Election unit No. 4 includes 7 wards: Hoang Mai, Linh Nam, Vinh Hung, Yen So, Tuong Mai, Dinh Cong, Hoang Liet and 4 communes: Phu Dong, Bat Trang, Gia Lam, Thuan An.
The conference was held directly and online from the beginning of the main bridge at the headquarters of the People's Council - People's Committee of Phu Dong commune to communes and wards of Election Unit No. 4.
On behalf of the Hanoi City National Assembly Delegation, delegate Pham Thi Thanh Mai quickly reported to voters about the results of the 10th session of the 15th National Assembly and reported on the results of the response to voters' recommendations from competent authorities, and reported on the results of the implementation of delegation duties of the National Assembly Delegation - Election Unit No. 4.
At the conference, voters approved and highly appreciated the results of the 10th session for being serious, responsible, working continuously for 40 days, passing 51 laws and many important resolutions, promptly meeting practical requirements, while creating a legal framework for the new period. Voters have reflected and recommended many issues
Voter Nguyen Van Tuan - Chairman of the Association of the Elderly in Phu Dong commune said that the arrangement of mass organizations assigned by the Party and the State is a policy of streamlining the apparatus, reducing overlap, and focusing on the grassroots. Phu Dong commune is the first unit in Hanoi to announce the decision to arrange and establish 6 mass associations including: Association of the Elderly, Red Cross Society, Association for Promoting Education, Association of Former Youth Volunteers, Association of Former Ministers and Association of victims of Agent Orange/dioxin.
After the merger, the total number of members of the Associations will increase to more than 40,000 people. However, currently, the organization and implementation of the tasks of mass organizations still faces many difficulties.
Voter Nguyen Van Tuan recommended that the Ministry of Home Affairs and the Central Committee of the Vietnam Fatherland Front promptly advise the Politburo and the Central Secretariat to issue detailed and synchronous guidance documents on the arrangement and streamlining of the organization, personnel, finance and assets of mass associations and bring them under the Vietnam Fatherland Front Committee so that mass associations can confidently carry out their tasks.
Voters also reflected and recommended many other contents related to land prices when converting land use purposes; investing in transportation works to facilitate trade, economic development between regions and localities...
Speaking at the conference, Ms. Bui Thi Minh Hoai said that in 2025, the world and regional situation will continue to have complex and unpredictable developments. In addition to advantages, our country also faces many difficulties and challenges. Under the leadership of the Party, the drastic management of the State, our country's macro economy is basically stable, major balances are ensured, social security continues to be cared for, people's lives are gradually improved and enhanced.
For the capital Hanoi, in the context of being under great pressure on infrastructure, population, environment and the requirements for rapid and sustainable development, the city has made great efforts and achieved remarkable results. In addition, the city has paid attention to implementing social policies, relief work, and support for people affected by natural disasters, floods, demonstrating the sense of responsibility, affection and the tradition of solidarity of the capital towards the whole country.
On behalf of the National Assembly Delegation of Election Unit No. 4 to acknowledge and accept the opinions of voters at the conference, Ms. Bui Thi Minh Hoai respectfully thanked voters of 11 communes and wards for their responsible and large participation and sent the trust of voters to the National Assembly delegates. The opinions of voters spoke at the conference with a high sense of enthusiasm and responsibility, demonstrating consensus in responding to the Party's guidelines and policies, decisions under the authority of the National Assembly, the Government's management in socio-economic development, ensuring national defense and security, expanding foreign cooperation, and enhancing the country's position in the international arena.
According to Ms. Bui Thi Minh Hoai, the opinions of voters raised at the conference will be fully recorded by the National Assembly Delegation of Election Unit No. 4, reported to the leaders of departments, branches, sectors, and organizations of Hanoi and localities to proactively resolve them, meeting the requirements and proposals of voters.

On the occasion of the 81st anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2025) and the upcoming Lunar New Year of Binh Ngo 2026, Ms. Bui Thi Minh Hoai presented gifts to 50 veterans of the four communes of Phu Dong, Bat Trang, Gia Lam, Thuan An.
