Hai Phong currently has 17 mass associations assigned tasks at the city level by the Party and State. According to Decision No. 509 of the Standing Committee of the City Party Committee, Project No. 06 of the Party Committee of the Vietnam Fatherland Front Committee of Hai Phong City, the city unifies 14 mass associations assigned tasks by the Party and State, including: City Union of Science and Technology Associations; City Union of Friendship Organizations; City Cooperative Alliance; City Union of Literature and Arts Associations; City Journalists Association; City Red Cross Society; City Traditional Medicine Association; City Elderly Association; City Lawyers Association; City Association for Victims of Agent Orange/dioxin; City Association for Promoting Education; City Former Youth Volunteers Association; Bach Dang Club and City Former People's Police Association.
Also according to Project No. 06 of the Party Committee of the Vietnam Fatherland Front Committee of Hai Phong City, the City Association of the Blind and the City Association for the Protection of People with Disabilities and Orphans are merged into the City Red Cross Society, ensuring to maintain the same payroll, regular expenditure sources, facilities and assigned tasks of the associations after the merger.
The City Gardening Association and the City Family Planning Association were merged into the City Union of Science and Technology Associations, while ensuring staffing, regular expenditure sources, facilities and assigned tasks of the associations after the merger.
