According to the assessment of the City People's Committee, Hai Phong's GRDP in the first 6 months of 2026 increased by 11.33%, the highest in the past 5 years, ranking 3rd in the country and leading 7 centrally-run cities. However, GRDP and the index of industrial production (IIP) have not reached the set scenario, and the progress of some key projects is still slow.
Therefore, the city sets a goal to continue to implement and strive to complete the GRDP target of 20% in 2026, determined to complete at the highest level the main socio-economic development goals and targets of 2026.
According to the adjusted scenario, in 2026 Hai Phong strives for GRDP (at 2020 comparative prices) to reach 731,651 billion VND, an increase of 13% compared to 2025. In which, the agricultural, forestry and fishery sector increased by 2.35%; the industry - construction sector increased by 15.40%; the service sector increased by 11.21%. The city sets a target for total state budget revenue to reach more than 194,935 billion VND; total investment capital implemented in the area to reach 363,000 billion VND; credit balance growth to reach 15%; attracting foreign investment capital from 3.8 to 4.3 billion USD; completing 7,135 social housing units and establishing 7,500 new businesses.
In the third quarter of 2026, the city determined that GRDP reached 186.673 billion VND, an increase of 14.8% compared to the same period in 2025. State budget revenue reached more than 59.313 billion VND, of which domestic revenue reached more than 38.259 billion VND. Total realized investment capital reached 97.800 billion VND and 1,000 social housing units were completed.
In the fourth quarter of 2026, the city set a GRDP target of 205,941 billion VND, an increase of 14.21% compared to the same period last year. State budget revenue reached more than 41,804 billion VND, of which domestic revenue reached over 18,075 billion VND. Total realized investment capital reached 109,000 billion VND and completed 5,147 social housing units, contributing to completing the GRDP growth target for the whole year at 13%.
To achieve these goals, the City People's Committee assigned specific tasks to departments, agencies, branches and localities. In which, the Department of Industry and Trade focuses on ensuring electricity supply for production and business; removing difficulties for businesses; promoting trade promotion, stimulating consumer demand, developing e-commerce, logistics and urging infrastructure development of industrial clusters.
The Economic Zone Management Board accelerates site clearance, invests in industrial park infrastructure, seaports; attracts investment into economic zones, industrial parks and Free Trade Zones; and completes planning according to plan.
The Department of Construction focuses on developing social housing, accelerating planning work, shortening the appraisal time for key projects and managing construction material prices. The Department of Agriculture and Environment ensures agricultural production, proactively prevents and combats natural disasters; accelerates site clearance, land auctions, and mineral exploitation to serve key projects.
The Department of Finance monitors budget revenue, disbursement of public investment, investment attraction, handling of public assets and summarizes growth scenarios to serve management work. The Department of Culture, Sports and Tourism promotes image promotion and develops tourism products. The Department of Science and Technology promotes digital transformation, innovation, and digital infrastructure development. The city's statistics update the production and business situation, and monitor large enterprises to fully reflect GRDP growth results.
