The Report summarizing the work of the Vietnam Fatherland Front (VFF) participating in the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term clearly states that, implementing the leadership of the Politburo, the Secretariat, Party committees at all levels and regulations on the rights and responsibilities of the VFF, the VFF at all levels has proactively, actively, creatively, and flexibly coordinated with relevant agencies and units to organize and effectively implement the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term, ensuring timeliness and in accordance with the law.
Accordingly, in the process of deploying election work, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has issued general guiding documents for provinces and cities directly under the Central Government; and at the same time issued many documents to answer and remove difficulties and obstacles for the Vietnam Fatherland Front at all levels in the process of organization and implementation.

Focus on clarifying key contents such as standards, age of candidates; order and procedures for organizing conferences related to election work; the organization of conferences in localities after administrative unit arrangement.
Regarding propaganda on elections, based on guidance, the Standing Committee has organized and synchronously deployed propaganda activities on elections; at the same time, it regularly grasps and summarizes public opinion related to election work through monthly public opinion reports, quarterly reports on the people's situation and unexpected reports as required.
The press agencies of the Front at the Central level have opened special pages and columns to effectively propagate the column explaining the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term, especially the role of the Vietnam Fatherland Front in consultation, the rights and responsibilities of voters and people introduced to run for election and self-nomination; organize propaganda of vivid news articles reflecting the atmosphere of the Festival on election day March 15, 2026...
The content of propaganda basically ensures the correct political orientation, accurate information, and appropriate forms, contributing to spreading official information, consolidating people's trust in the Party's leadership and the role of the Vietnam Fatherland Front in election work.

Ensuring the structure, composition, and standards of candidates
With the proactiveness and coordination of all levels and sectors, the Vietnam Fatherland Front from central to local levels has carried out consultation steps according to the set schedule and time. The consultation work to select and introduce candidates has been prepared carefully, cautiously, methodically, and thoroughly, ensuring standards, quality and consistent leadership of Party committees at all levels on the expected composition and number of candidates.
In the process of consultation, thoroughly grasp the principles of promoting democracy, publicity, transparency, creating high consensus, promoting the standards and enthusiasm of candidates to select people who meet the standards and conditions according to legal regulations to run for National Assembly deputies and People's Council deputies at all levels.
From the success of the first and second consultation conferences, on February 11, 2026, the Presidium of the Central Committee of the Vietnam Fatherland Front organized the third consultation conference to select and make a list of people who meet the criteria for running for National Assembly deputies of the 16th term of agencies and organizations at the Central level.
As a result, regarding the election of National Assembly deputies: The total number of candidates is 864 people (including 217 people at the central level and 647 people at the local level), reaching a surplus ratio of 1.73 candidates per 1 elected deputy. There are 5 self-nominated candidates.
The overall combined structure of the whole country: the proportion of women accounts for 51.27%; the proportion of ethnic minorities accounts for 24.18%; the proportion of non-Party members accounts for 7.98%; the proportion of candidates who are young people accounts for 21.75%.
Regarding the election of People's Council deputies at all levels: The total number of deputies elected according to the law is: 2,554 deputies, the total number of people who were listed by the 3rd Consultation Conference as eligible candidates for People's Council deputies at the provincial level is: 4, 227, reaching 1.65 times (of 34 provinces and cities). Number of self-nominated candidates: There are 10 self-nominated people for People's Council deputies at the provincial level (0.24%) in the list of eligible candidates for People's Council deputies (in provinces and cities: Ho Chi Minh City, Can Tho, Vinh Long, Tuyen Quang, Ca Mau and An Giang).
The total number of commune-level People's Council delegates elected according to the law is: 72,613 people. The total number of candidates for commune-level People's Council delegates after the third consultation conference is 121,242 people, reaching an average rate of 1.67 times over the number of elected delegates. Among them, 64 people nominated themselves, a rate of 0. 05%.
It can be affirmed that although the time to organize the second and third consultations for the election of National Assembly deputies and People's Council deputies took place in a very short period of time, and coincided with the Lunar New Year, with a spirit of urgency, seriousness and democracy, the Fatherland Front at all levels organized the conferences in accordance with the law.
The consultation conferences are organized to ensure democracy, compliance with the law and show high unity in the Vietnam Fatherland Front system; the majority of speeches are heartfelt, responsible, frank, objective, and especially all emphasize the need to pay attention to the quality of people who are introduced to run for National Assembly deputies and People's Council deputies at all levels.
Along with that, the Conference to collect voters' opinions on the place of residence for candidates was organized and implemented in the correct order, ensuring the composition, number of voters attending, public, serious, democratic, and in accordance with regulations... At the conferences, voters were invited to attend quite fully, in many places over 80%, in some places reaching a rate of 100%. Most of the conferences chose the form of raising hands to show confidence and at the conferences, most voters agreed with the list of candidates.
According to data compiled from reports of 34 provinces and cities directly under the Central Government, the total number of conferences to collect voters' opinions at the workplace of National Assembly deputies is 8,805 conferences with 431,782 voters attending. The total number of conferences to collect voters' opinions at the residence of National Assembly deputies is 9,056 sessions with 698,738 voters attending, of which 31 people have results of confidence below 50% of the total number of voters attending.

With the success of the election, the total number of people elected as National Assembly deputies of the 16th term belonging to the Vietnam Fatherland Front bloc is 58 people (including the Central Committee of the Vietnam Fatherland Front, member organizations at the central level and the Vietnam Fatherland Front Committee, member organizations at all levels in localities).
The number of delegates of the Vietnam Fatherland Front bloc at the Central level is 23 delegates; the number of delegates of the Vietnam Fatherland Front bloc at the local level is 35 elected delegates in 22 provinces and cities: Ho Chi Minh City, Hanoi, Da Nang, Can Tho, Hue, An Giang, Bac Ninh, Ca Mau, Cao Bang, Dak Lak, Dong Nai, Ha Tinh, Hung Yen, Lam Dong, Lang Son, Lao Cai, Nghe An, Ninh Binh, Son La, Tay Ninh, Thanh Hoa, Vinh Long provinces.
