Piloting the establishment of a Party Committee for non-state enterprises at the grassroots level in communes, wards, and special zones

Head of the Central Organization Committee Nguyen Duy Ngoc said that Regulation 20-QD/TW has the content of piloting the establishment of grassroots-level non-state enterprise Party committees in communes, wards, and special zones. Piloting the transfer of upper-level authority to the Party committees of grassroots-level Party committees directly under the Party committees of communes, wards, and special zones; to the Party committees of grassroots-level Party committees directly under the Party committees of state-owned enterprises that were previously directly upper-level Party committees of grassroots Party organizations when conditions are met.
Notably, according to Head of the Central Organization Committee Nguyen Duy Ngoc, Regulation 20-QD/TW has supplemented the regulation that the Politburo and the Secretariat decide to establish specialized advisory and assisting agencies, and other non-business units with regulations in the Regulations on the implementation of the Party Charter of 6 newly established Party committees at the Central and provincial levels in accordance with the actual situation; The Politburo and the Secretariat regulate the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front (VFF), central agencies of socio-political organizations, central agencies of mass organizations assigned tasks by the Party and State, and vertical agencies in localities.
This regulation is of great significance in the context that the organizational structure continues to be arranged and consolidated in a streamlined, compact, and strong direction, ensuring that it is both in accordance with principles and close to practical conditions, while promoting decentralization and delegation of power and creating favorable conditions for these organizations to operate effectively, efficiently, and efficiently" - Mr. Nguyen Duy Ngoc said.
Meeting practical requirements in personnel work
According to the Head of the Central Organization Committee, regarding the transfer and appointment of Party committee members, the Central Committee has supplemented and amended a number of important contents to meet practical requirements in personnel work, ensure continuous leadership of the Party organization and improve the effectiveness and efficiency of Party committees at all levels.
In which, regulations stipulate that in case the Party cell has a secretary, deputy secretary, or branch committee member shortage, the directly superior Party Committee shall consider and appoint them. Regulations stipulate that if necessary, the directly superior Party Committee may appoint party members as heads of agencies, units, and organizations holding the title of secretary of the Party Committee (Party Cell) of that agency, unit, or organization.
Regulating the pilot implementation of the upper-level Party Committee when appointing personnel to participate in the Party Committee, the Standing Committee of the Party Committee, holding leadership positions directly at the lower level, then simultaneously appointing members to participate in the Party Committee, the Standing Committee, secretary, deputy secretary of the Party Committee, chairman, deputy chairman of the Party Committee's inspection committee according to the structure of the lower levels.
Regarding promoting decentralization and authorization of work resolution for the standing collective of the Party Committee, Mr. Nguyen Duy Ngoc said that in order to create conditions for timely and flexible work processing; remove difficulties and obstacles and shorten time and procedures in directing, operating, and deploying work, according to authority, the Central Government has supplemented regulations "The Central Executive Committee assigns the Politburo and the Secretariat to pilot the composition of the standing collective of the Party Committee and decentralize and authorize the standing collective of the Party Committee: Central Party Agencies; Government; National Assembly; Fatherland Front, central mass organizations; directly superior Party committees of grassroots Party organizations in ministries, branches, agencies, and organizations in the Central Government; provincial-level Party agencies; Provincial-level People's Committees to perform a number of specific tasks of Party committees and Party committee standing committees to implement resolutions and directives of Party committees and standing committees of the same level and higher-level Party committees.
According to Mr. Nguyen Duy Ngoc, the addition of this regulation is a step to institutionalize Conclusion No. 210-KL/TW, dated November 12, 2025 of the 13th Party Central Committee on continuing to build and complete the organizational structure of the political system in the coming time and stemming from practical requirements in the context that the workload of newly established Party committees at the Central and provincial levels, Party committees of ministries and sectors is very large, the nature of work is diverse, complex, comprehensive, interconnected, multi-sectoral..., some tasks require rapid and timely handling.
If the entire focus is on Party committees and standing committees discussing and deciding according to complete procedures, it will lead to overload, prolonging processing time, reducing proactiveness and flexibility in leadership and direction; at the same time, Party committees and standing committees must carry out a lot of Party work.
Therefore, assigning authority to the standing collective helps shorten processing time, improve the effectiveness of leadership, direction, and administration work, and ensure the quick and timely implementation of Party resolutions and directives, in accordance with the requirements of administrative reform and improving the operational effectiveness of Party organizations in the new situation.
